Works on an experienced accounts payable professional with astute business knowledge and strong leadership skills to supervise a small team. Manages an Accounts Payable team of three, serving as a subject matter expert to those staff and HD program staff, on county and HD accounts payable policies and practices. Ensures timely reconciliation of accounts payable and pcard expenses, resolves problematic transactions, monitors and analyzes expenses in relation to budget allocations and purchase order balances, as well as recommends accounting or budget actions as appropriate.

  • Knowledge of accounting theories, bookkeeping, public budgeting, and grant administration;
  • General knowledge of laws ordinances and regulations governing municipal finance;
  • Ability to interpret automated financial reports and financial policies and procedures;
  • Ability to analyze revenue and expenses and make projections;
  • Ability to complete budget documents in accordance with the Department of Management and Budget.

Graduation from an accredited four year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts.


Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

Preferred candidate will have two or more years of experience utilizing the Finance and Budget modules and familiarity with shopping carts and purchase orders. Progressive financial experience with solid knowledge of budget and accounting processes, procedures and techniques as they relate to county and grant funds. Experience in governmental accounting, accounts payable and procurement. Experience in allocating costs across programs. Proven team leadership skills with direct responsibility in supervising and managing a team of professionals with a commitment to development of staff. Experience in training and coaching staff in a financial setting. Proven ability to independently develop and perform complex financial reports and analysis, including detailed projections and financial scenarios of program activity, to address funding complexities and assist with agency decision making processes. Position requires the candidate to work independently and in a team environment, be proactive in anticipating needs, exercise good judgment, use critical thinking skills, and be highly organized. Provide outstanding customer service skills with the ability to form collaborative partnerships across intra-departmental divisions and with external stakeholders to work towards a common goal. Strong written, oral communication, and analytic skills are critical. Must have advanced knowledge of Microsoft Office Excel.


The appointee to this position will be required to complete a criminal background check, a child protective services registry, and sanction screenings and a credit report to the satisfaction of the employer.

Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending. Uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor. Incumbent must be able to operate keyboard driven equipment and computer. Ability to drive a vehicle. Ability to communicate with others verbally and in writing. Employee may be required to lift or carry up to 25 lbs. Ability to conduct site visits not accessible to wheel chairs.
