Job Announcement

The Executive Director directs, manages, and coordinates the activities of the Fairfax County Police Civilian Review Panel (Panel). This position provides an accessible, safe, impartial and transparent intake process for complaints against officers and employees of the Fairfax County Police Department (FCPD). Advises and supports the panel on all matters pertaining to the independent review of FCPD investigations. The Executive Director is appointed by, reports to, and serves at the pleasure of the Fairfax County Board of Supervisors. Duties to include but are not limited to:

  • Provides full range of administrative support to the Panel, including managing the intake and dissemination of complaints and corresponding with Complainants on behalf of the Panel.
  • Reviews FCPD investigative files pertaining to complaints and summarizes the investigations and findings for the Panel.
  • Develops Panel Review Reports, annual reports, and other reports as needed in coordination with and at the direction of the Panel Chairman. Prepares drafts of recommendations to the Board of Supervisors.
  • Conducts outreach and serves as liaison for the Panel with the Board of Supervisors, the Fairfax County Police Department, and the Community. Coordinates and manages meetings with county officials. Develops and conducts outreach to community stakeholders with direction from the Panel.
  • Plans and organizes the work of the Police Civilian Review Panel, advises the Chair and its members, and carries out its directives. Advises the Panel on its procedures relating to its review of investigations. Tracks and analyzes legislative actions that may affect law enforcement policies, practices, and procedures. Recommends training opportunities for Panel members.
  • Coordinates and manages Panel meetings and subcommittee meetings. Ensures meetings are conducted in compliance with VFOIA. Organizes public comment meetings at the direction of the Panel. Manages training meetings for the Panel.
  • Oversees and manages the office budget.
  • Supervises the work of support staff necessary to carry out the responsibilities of the Panel.
  • Ensures compliance with VFOIA and responds to requests for public records.

Required Knowledge, Skills, and Abilities:

  • Experience conducting or reviewing complex investigations
  • Ability to analyze complex internal police investigations and summarize the investigation and findings for the Panel.
  • Expertise in analyzing information and presenting it in a clear, concise manner to diverse audiences
  • Ability to make policy recommendations on law enforcement policies, practices, and procedures
  • Ability to foresee and plan for emerging trends in public safety
  • Ability to work cooperatively with diverse stakeholders including senior officials, attorneys, and department heads
  • Ability to build trust among the police department, county officials, the Panel and the community
  • Ability to work under pressure and under tight deadlines
  • Ability to make oral presentations to the Panel, county officials, and the community
  • Ability to write detailed, accurate reports for multiple audiences


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education and experience and training equivalent to the following:
A bachelor's degree from an accredited college or university, plus at least eight years of experience in a field relating to criminal justice, public policy development, regulatory affairs, regulatory compliance including at least two years of experience with complex investigations in legal or regulatory matters or related area. Must have exceptional writing and oral communications skills.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
  • Master’s degree or Juris doctorate;
  • At least seven years of experience in a field relating to criminal justice, regulatory oversight, or public policy development;
  • At least four years of experience conducting or reviewing investigations;
  • At least four years of experience developing communications for members of the public and/or working with multiple community groups;
  • At least four years’ experience supervising or managing employees;
  • Familiarity with law enforcement procedures, policies and practices;
  • Experience working with government officials or elected officials;
  • Ability to work with people who have different points of view and who are from diverse backgrounds;
  • Experience planning or providing training to diverse audiences;
  • Strong leadership skills;
  • Excellent oral and written communication skills.

NECESSARY SPECIAL REQUIREMENTS:
  • The appointee to the position will be required to complete a criminal background and credit check to the satisfaction of the employer.
  • All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. Employee may be required to lift up to 15 pounds.
