Job Announcement

The Eviction Prevention and Intervention (EPI) Unit of the Department of Neighborhood and Community Services will help support access to affordable housing and housing stability through community outreach, project support, technical assistance, case management, and landlord outreach and engagement.

The EPI Manager will lead this team. Provides relevant policy analysis, program development and benchmarking to ensure eviction intervention processes and goals are achieved. Analyzes programmatic practices and procedures and develops and implements recommendations for operational, policy, and procedural improvements. Oversees and conducts needs analyses, feasibility studies and evaluations for programs targeted to prevent eviction through facilitating rental assistance and removing barriers to accessing services. Works with the Coordinated Services Planning program, multiple county agencies, the courts, and community providers to ensure Fairfax County residents are linked to available resources efficiently and effectively. Oversees, develops, summarizes, and maintains all administrative and fiscal records. Creates and implements program policies and procedures compliant with all federal, state, and local funding sources. Fosters cooperative working relationships among the EPI Unit, and between EPI and other County agencies and acts as liaison with various community, public and regulatory agencies. Performs related work as assigned. Supervises staff within the EPI Unit.

  • Independently designs, develops, and coordinates ongoing department programs and special projects;
  • Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
  • Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
  • Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
  • Provides guidance, recommendations, and advice to departmental managers;
  • Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
  • Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.

Required Knowledge Skills and Abilities

Employment Standards

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.

The appointee to this position will be required to complete a criminal background and Child Protective Services Registry check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process.   • Four years of demonstrated experience supporting residents and other stakeholders regarding affordable housing, benefits programs, and/or emergency financial support programs.
  • Demonstrated ability to function independently, make informed decisions, and meet multiple deadlines in a fast paced environment.
  • Experience with and knowledge of federal, state and local laws governing subsidized housing programs and public assistance programs.
  • Experience with and knowledge of ADA and Fair Housing regulations.
  • Ability to develop, interpret and apply complex policies and procedures in the planning, implementation, and management of projects.
  • Experience presenting analysis and updates to leadership and policy makers.
  • Clear and concise oral and written communication skills.
  • Excellent organizational and interpersonal skills.
  • Experience using systems and databases, including but not limited to Microsoft Office Suite (Outlook, Word, Excel, Publisher, PowerPoint, and Access).
  • Experience with managing a diverse and highly-motivated staff.
  • Certification in one or more of the following topics: Housing Quality Standards (HQS), Section 504, Fair Housing.

Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
