Capital Facilities (CAP), in Fairfax County is seeking for Engineer VI - Transportation Construction Branch Chief who will be responsible for managing and supervising a team of highly qualified engineers in the operational requirements for Transportation Construction projects. This position manages the design/constructability review of transportation related projects, preparation of bid documents, pre-qualification of contractors, bid process, contract award, and construction contract administration including survey, inspections, quality assurance, schedule review, payment certification, change order and claim negotiation, resolution of construction problems, and coordination with regulatory and using agencies, final acceptance of the projects, and contract closeout. Prepares capital project budget submissions, cash flow projection reports and other financial reports as required. Assists in the development of policy and procedural guidance for branch and division operations. Develop and maintain goals and objectives for the branch, evaluate performance, and report findings to the division director. Perform workload/workforce projections and monitor project tracking databases to ensure that assigned work is accomplished on schedule and within budget. Provide project status to division director and all concerned stakeholders. Champion the division's safety program within the branch. Continuously review construction practices and contract law matters and recommended changes to contract documents. Ability to serve as a DPWES/CAP representative in the county's Emergency Operations Center (EOC) during mobilized events. May act as Division Director in his absence. Required Knowledge Skills and Abilities

Depending on the functional area of assignment:
  • Knowledge of the principles, theory and practice of civil, architectural, and
  • environmental engineering or urban planning;
  • Knowledge of computer applications and software (such as CAD) that are associated with the preparation of plans and engineering computations;
  • Knowledge of topographic and construction surveying;
  • Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
  • Knowledge of real property descriptions;
  • Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances that apply to building construction in Fairfax County;
  • Knowledge of environmental testing methods;
  • Knowledge of the principles and practices of contract procurement and management;
  • Ability to review construction documents, designs and proposals for costs, design
  • requirements and compatibility with county standards, guides and operational needs;
  • Ability to collect and compile research data;
  • Ability to oversee and coordinate the work of a diverse professional and paraprofessional engineering staff;
  • Ability to communicate clearly and effectively both orally and in writing and interact effectively with the public;
  • Ability to prepare technical reports and to present findings in a clear and concise format;
  • Ability to engage others in the design and implementation strategies that maximize
  • employee potential and foster high ethical standards in meeting the organization's vision, mission, and goals;

Employment Standards


Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus five years of progressively responsible professional experience in the appropriate engineering field.


The appointee is required to complete a criminal background check to the satisfaction of the employer.

  1. At least eight or more years of progressively responsible experience in all aspects of construction and management of Transportation Capital Projects - preferably in local, state, or federal government.
  2. Extensive experience in resolving construction claim disputes and thorough knowledge of construction contract law.
  3. Strong knowledge in the procurement of professional service contracts and construction contracts; the award of construction contracts, bidding, and familiarity with federal and state requirements for grant funded projects.
  4. Experience working with civic groups, other county/state/federal agencies to build alliances and improve collaboration.
  5. Extensive experience as a lead negotiator for complex CIP Program and extensive experience resolving contract disputes.
  6. Extensive experience preparing detailed capital project budgets and reviewing project with multiple funding issues.
  7. Certified Construction Manager (CCM).

The ability to sit and stand for extended periods, and walk. The ability to perform repetitive motion duties associated with operating a personal computer. The ability to communicate clearly with others. The ability to safely drive a county vehicle. Ability to visit and walk construction sites including stream valleys, drainage facilities and transportation infrastructure. All duties are performed with or without reasonable accommodation.
