Summary

This position is part of the Plant Operations, Government Publishing Office in Washington , District of Columbia.

The selectee will work shift 2, Monday - Friday and have a tour of duty from 2:30 pm to 11:00 pm.

Selectees working shift 2 will receive 10% Night Rate.

The primary responsibilities of this position involve applying coating materials such as paint, varnish, lacquer, shellac, epoxy, and resin on wood, metal, glass, synthetic, concrete and other surfaces.

Responsibilities

  • Applies paint, stain, varnish, enamel, and other finishes to production equipment, building interiors and exteriors, mobile equipment, furniture hardwoods, cabinetry and other surfaces using brushes, spray guns, or rollers.
  • Finishes dry wall and hangs wall coverings.
  • Cuts and prepares glass in windows and doors.
  • Mixes and matches colors of paint, stain, or varnish with oil and thinning and drying additives in order to obtain desired colors and consistencies.
  • Removes fixtures such as pictures, lamps, and electric switch covers prior to painting.
  • Removes old finishes by stripping, sanding, wire brushing, burning, or using water and/or abrasive blasting.

  • You must be a current Career or Career Conditional GPO employee to apply.

  • Physical - Effort: Duties require prolonged standing, walking, stooping, bending, stretching, reaching above the shoulder, and climbing. A moderate amount of hand, wrist, and arm movements is involved.
  • Moderate lifting is required for objects weighing up to 80 pounds. Incumbent is required to have good eye-hand coordination and proficient vision.
  • Working Conditions: Duties are performed inside and outside, and dirt, spray and fumes are usually present.
  • Must be able to obtain and maintain a Non-sensitive Low Risk Security Clearance.
  • Required pre-employment drug test.


Qualifications

To qualify for the position, you must meet the following requirements: Applicants must have experience and/or training of sufficient scope and quality to independently perform the duties typically required of a Painter. These duties require skill in preparing a wide range of painting duties, including surface preparation, blending and matching paints, and coating of various surfaces requiring fine finishes and decorative effects. This includes applying coating techniques to ensure a smooth texture and appearance and thickness level; preparing various surfaces of interior and exterior components of buildings and other structures by mechanically and chemically removing old paint and rust, filling cracks, sanding, and applying fillers and base coats; mixing, thinning, blending and catching coating materials; and sanding between coats and rubs or polishes final coats to obtain proper adhesive and specified finishes.

In addition to the requirements above, GPO employees competing under merit promotion procedures must meet all of the following criteria in accordance with Federal Merit Promotion Plan, GPO Instruction 615.2C (Appendix B): 1. Have completed a formal, recognized apprenticeship or GPO journeyperson training program, or possess substantially equivalent practical experience in the trade of the vacancy; AND 2. Have at least 1 year of journeyperson experience subsequent to completion of the above apprenticeship or training; AND 3. Have served a minimum of 1 year in Career or Career-Conditional appointment in the GPO.(add supervisory statement from MP Plan).

Work Life Balance:
The GPO offers Transit subsidy for commuters using public transportation (Metro Bus/Rail, MARC, VRE, etc.) and parking program.

GPO Telework Program: The official worksite for the selectee is the duty station identified in this vacancy announcement. Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection. This position is not Telework Eligible.

GPO Remote Work Policy: GPO offers a flexible work arrangement in which an employee can work most or all of the time from a different geographic area. This position is not eligible for Remote work.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Suitability/ Non Sensitive Low Risk Clearance.
