Responsibilities

  • Serve as the Team Lead for the Policy, Coordination and Integration (PCI) Team in the Center for Democracy, Human Rights, and Governance (DRG Center).
  • Oversee a team of approximately 15 staff; communicate performance expectations; provide regular coaching, mentoring, and informal feedback; perform formal performance management and administrative functions relative to staff supervised.
  • Recruit, train, and develop a cadre of diverse and adaptive staff; assess needed and existing staff competencies; create and encourage professional growth opportunities to further develop competencies.
  • Serve as a technical authority and expert advisor to DRG Center, DDI and Agency leadership on a broad range of DRG strategy, budget and policy matters.
  • Represent USAID in interagency meetings and with US and international partners on global DRG budget and strategic planning, and on country-specific DRG issues.
  • Serve as a liaison with persons and groups both inside and outside of the organization. Independently handle complex program issues and provide authoritative guidance.
  • Facilitate achievement of the PCI Team?s objectives, including high quality technical support to missions; advancing DRG integration in other sectors; conducting DRG advocacy, training; and representing USAID in the DRG budget build process.

Qualifications

Specialized Experience:
GS-15:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes ; (a) leads interdisciplinary teams to deliver guidance, advice, tools, and resources to help teams succeed; (b) develops policy and program guidance to resolve region-wide or country-wide problems; and (c) maintains deep knowledge of democracy, human rights and governance technical area policy/strategies and requirements .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
