Responsibilities

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

Major Duties

As a Public Health Policy Analyst, you serve as an advisor and resource to HAB in developing and formulating policies and regulations that are sensitive to the special needs and concerns of safety net providers and beneficiaries.

Your major duties and responsibilities include:
  • Developing projects to identify, review, and analyze complex and highly visible actions (i.e. public health legislation, executive directives, Departmental policy issuances, voluntary changes, etc.) in practice by influential organizations or groups, as well as other influential statements of public health policy to identify any potential to impact on the activities of the organization.
  • Analyzing complex public health policies, programs, and statistical standards that are sensitive to the special needs and concerns of Ryan White HIV/AIDS Program grantees, providers and clients to advise senior management on public health policies, operations, products, and services.
  • Representing the branch and establishing the organization as a primary and credible source of information regarding policies, activities, and issues related to the organizations core business.
  • Developing reports or presentations and performs a variety of analytic duties involving public health and other program issues that contain complicating elements.
  • Conducting extensive research of data from diverse sources to make essential contributions to visible policy statements such as Reports to Congress and Congressional testimony related to health policy and proposed legislation.

OPM'S Individual Occupational Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions;
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

  • In order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

    MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

    Examples of the minimum qualifying experience equal to the GS-12 level include the following types of tasks performed on a regular and recurring basis:
    • Analyzing and interpreting public health legislation in order to develop organizational policy and programs to ensure compliance by grant recipients; or
    • Assessing and interpreting public health legislation, regulations, policies, etc. related to public health to provide recommendations to support decision making on public health programs.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
