Summary

The primary duty of this position is to provide budgetary assistance to the entire department and all staff, by working closely with the Director of Engineering to ensure that the objectives of management are fulfilled and to meet required deadlines on all budgetary and many administrative actions.

Responsibilities

Independently performs a variety of budgetary functions to support budget formulation, execution and review of assigned budget activities of the Medical Center.

Provides information and guidance on procedures, forms, and documentation required to support budget estimates and coordinates the timely submission of budget estimates by each component and core subcomponents within the program. Reviews, compiles, verifies, and summarize data involving salaries, expenses, and object class and line item information. Determines the percentage difference of amounts requested by comparison against established budgetary ceilings and prior year expenditures. Reviews estimates to assure that amounts requested are within established guidelines. Consolidates budget estimates and prepares all forms and required documents for review and funding authority.

Independently performs tasks involving budget execution by compiling resource data from various financial management reports. Develops methods for automating administrative reports, considering the interrelationship of reports and multiple uses of the data, e.g., portions of the data used for reports on funds and obligations, training, travel, etc., which can be used for recurring and non-recurring planning and budget reports.

Tracks funds distribution, reconciling commitments/obligations and re-allocating organizational funds as directed. Monitors all component and core program costs and prepares reports projecting use of available resources. Advises Chief of conditions which would result in over obligation of funds.

Incumbent utilizes the office VISTA system to monitor progress on all identified projects, timeliness of required responses and the status of any unresolved actions. Incumbent suggests and implements approved methods and procedures to facilitate program completion of administrative, research, public relations, and clinical responsibilities with minimum expenditures of time. Ensures files include all required documents, and that all documents are properly processed.

Performs typing work using word processing software and equipment. Integrates several types of software to generate specific working documents and forms such as spreadsheet, database, word processing, desktop publishing, graphics, web-site updates and other similar products. Selects appropriate system, application, and format.

A qualified typist is required.

Work Schedule: Monday-Friday, 8am - 4:30pm. Must have the flexibility to work outside the normal tour of duty which may include weekends and holidays.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: Must have at least one year of specialized experience at the GS-06 grade level or higher or equivalent in other pay plans which include broad knowledge of agency procedures and processes covering a wide range of budgetary transactions involving two or more appropriations with different guidelines or a comparable mix of appropriated funds and/or revolving fund accounts to process and extract budgetary data from a variety of forms, documents, and reports. The knowledge is also applied to resolve problems such as balancing accounts, adjusting discrepancies, developing control records, verifying the accuracy of budgetary data, transferring funds between accounts and object classes among different appropriations, and to prepare reports on status of funds, supplementary guidance concerning the form of budget estimates submitted, as well as recurring or special budget reports.

This position requires the skills of a qualified typist. Applicants must be able to type at least 40 wpm and MUST provide verification by submitting one of the following: 1) OPM Certificate of Proficiency; 2) Notification of Personnel action, SF-50, that shows a Federal position that included typing or office automation in the position title; 3) Notice of Proficiency from a Developmental/Vocational Program or keyboard test resulting from an employment agency or similar organization; or 4) Statement self-certifying the level of proficiency.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
