The Human Resources Specialist performs and coordinates technical work related to the Judiciary Benefit Programs, including providing advice and assistance to the judiciary workforce for all benefits/retirement programs; researching benefits/retirement questions; delivering benefits/retirement training; and processing retirement-related actions.

Responsibilities

The incumbent of this position will occupy an entry level Human Resources Specialist position. This opportunity offers tailored learning and development activities, to include formal and informal instruction, guidance, and mentoring. The goal of this career development plan is to enable the selected individual to meet the requirement of the full performance level. At the successful conclusion of the development period, the full performance salary range increases to$72,750 to $138,360.At the entry-level, the incumbent performs professional entry-level assignments specifically designed to prepare the incumbent for higher-level professional work. The incumbent will work with direct supervision to perform the work assignments. If the position is filled at the full performance level, the selectee will need to be able to complete tasks with minimal supervision and perform more complex work assignments.At the full-performance level, duties may include, but are not limited to:
  • Researching and providing counseling/guidance on all benefits and retirement program-related issues;
  • Serving as a primary contact on benefits and retirement programs for judiciary human resources staff and employees nearing retirement; developing benefits and retirement program communication materials;
  • Developing and delivering benefits and retirement program presentations and training to a variety of audiences using a variety of media applications, including in-person, webcasts, video, and teleconference;
  • Providing in-depth counseling to employees nearing retirement, as well as survivors/beneficiaries;
  • Processing retirement applications and death cases, calculating annuity estimates and prior federal and military service deposits/redeposits, processing individual retirement records, and researching and adjudicate Federal Erroneous Retirement Coverage Corrections Act (FERCCA) cases; and
  • Recommending and assisting management with implementing process improvements, setting work priorities, creating/updating standard operating procedures, and program reconciliations.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience ALL of the following areas:
  • In-depth experience of Title V statute, policies, regulations and guidance regarding federal retirement programs, including the Thrift Savings Plan;
  • In-depth experience of the federal benefits programs to include Federal Employees Health Benefit Program (FEHB), Federal Employees Group Life Insurance Program (FEGLI), Federal Employees Dental and Vision Insurance Program (FEDVIP), Flexible Spending Program, and federal long-term care program; and
  • Experience utilizing retirement calculation systems/software such as GRB or FRB.
