Summary

The position is located in the Department of Veterans Affairs, Veteran Health Administration (VHA), Mid-Atlantic Health Care Network, Veteran Integrated Service Network (VISN 6), Hampton VA Medical Center, Facilities Management Service, Project Section, Hampton, Virginia. The primary purpose of this position is to be responsible for the engineering analysis, development, design of and the preparation of complete plans and specifications for new work and improvements.

Responsibilities

Duties for this position include, but are not limited to:

Investigates a variety of problems which contractors or subcontractors experiences in construction.
Integrating complex medical facility designs for architectural, civil, structural, medical gas, plumbing, mechanical, electrical, communications, fire safety, security, and specialized systems (elevators, patient safety lifts, pneumatic tube, etc.)

Responsible for all drawings related to assigned projects.

Details the drawings and makes professional decisions and calculations.

Checks and analyzes submitted drawings of contractors for completeness, correctness, and compliance with contract specifications and drawings.

Designing highly technical spaces to support new and emerging technologies or practices.

Supports development and implementation of engineering policies, programs, and procedural documentation.

Participates in resolving complex technical issues which integrate multi-discipline activities throughout the facility as well as with outside organizations.

Provides professional advice to peers, subordinates, and non-professional administrators or managers to direct major engineering and architecture projects.

Responsible for maintaining complete, accurate and up-to-date records, plans and specifications of all systems and equipment installed during a project.

Supports and works closely with Maintenance and Repair Section to assist in the accomplishment of task/s by providing pertinent plans, specifications and engineering consultation.

Thoroughly investigate the impact of utility outages by comparing construction drawings with existing conditions to determine the full extent and impact of outages.

Provides professional oversight and/or project management for construction or maintenance efforts.

Schedules surveys of projects and facilities and makes decisions regarding adherence to established policies and procedures.

Conducting engineering surveys and evaluations, developing preliminary plans, cost estimates, project proposals and justifications; design and preparation of architectural and engineering plans and specifications; and supervision, inspection, and acceptance of construction.

Performs audits and inspections of worksites to assure compliance, prepares reports and findings, devises solutions, and implements corrective actions.

Performs other directly related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. A current non-award SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements

Degree (Bachelor's or higher): Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below:
MINIMUM QUALIFICATIONS:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes, but is not limited to: Apply a wide range of engineering and architectural theories, concepts, standards, and methods to determine and accomplish actions for a wide range of assignments. Prepare, present, and evaluate plans, designs, reports, and correspondence. Incorporate a wide range of professional engineering skills and detailed knowledge of engineering practices to make application of the fundamentals of engineering science including mechanical, electrical, civil, structural, as well as architecture, to practical engineering problems. Provide professional oversight and/or project management for construction or maintenance efforts.

Physical Requirements: The duties of the position require visits to all areas of the medical center environment. Physical agility and manual dexterity are essential in that the position must be able to climb, lift, push, balance, stoop, kneel, crouch, crawl, reach, and work in close quarters during project inspections and gathering of project design information. Inspections of hazardous environments require the use of respirators and protective clothing. The position spends a significant portion of each day conducting field inspections; may often be required to personally oversee delicate or dangerous work in the field for long hours each day, such as overhead crane work, confined space entry, excavation and trenching, and high voltage field connections.
