Responsibilities

The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. As a part of OCIO, the incumbent will serve as an ARPA Business Intelligence Analyst supporting the establishment and architecture of an enterprise-wide vision and approach to improve evidence-based policy and data driven decision making at DOL. The Business Intelligence Analyst will oversee the development of an enterprise platform to support research, and data science disciplines, constructing analytical strategies for evaluating current performance, identifying opportunities for improvement, designing new data collection models to better collect information, data profiling to identify anomalies, and developing protocols on how to best filter and address variance.

The ARPA Business Intelligence Analyst will work in conjunction with our federal agency partners as well as national and state workforce agencies to implement American Rescue Plan Act of 2021 (ARPA) unemployment insurance (UI) provisions that respond to the economic effects of the Coronavirus Disease 2019 (COVID-19) pandemic. Specifically, the Business Intelligence Analyst will support modification of state workforce computer systems to accommodate the extensions and modifications provided under ARPA. In addition, the incumbent will work to limit fraud through detection and prevention, to promote equitable access and ensure timely payment of benefits to eligible workers, and accelerate claims processing or process claims backlogs due to the pandemic.

Major duties for this exciting opportunity include, but are not limited to the following:
  • You will utilize your expertise in translating organizational objectives and your mastery of Data Analytics to establish goals that define success; outline the value proposition(s), and assess the broader landscape of how Business Intelligence (BI) enabled solutions can address ARPA business challenges.
  • You will support ARPA leadership in creating innovations through analyzing accurate and mature data sets to deliver data driven intelligence to every aspect of the ARPA Program.
  • You will be adept at collaborating with, and advising, management officials, IT experts throughout the Department and other Federal agencies, as well as various other stakeholders to champion solutions from conducting proof(s) of concept (POC) through assisting in the development of AI enabled system(s).
  • You will promote the advancement, alignment, and positioning of analytics by analyzing existing and recommended programs.
  • You will exhibit your considerable experience and skill in project/program management, to design, develop, and deliver innovative, technical solutions (from proof-of-concept to deployment scale) using AI/ML and other data-driven algorithmic methods.
  • You will communicate the details of technical results and methods to fellow team members and clients in both technical and non-technical terms for the advancement of ARPA related business challenges and opportunities.
  • You will leverage your expertise as a Business Intelligence Analyst to mentor and train ARPA personnel in data analysis.

Qualifications

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service to qualify for GS-14.

Specialized experience to qualify for GS-14 is defined as:

1. Experience working with cloud-based (e.g., AWS or Azure) Data Warehouse/Data Lakes.
2. Experience identifying and communicating findings to senior IT leaders (e.g,CTO, DCIO, CIO, or Engineering Director, etc.)
3. Experience working with Data Analytic tools (e.g., PowerBI, Tableau, R, Python, etc.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., PeaceCorps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
