Summary

This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Operations Research Analyst, you will be a Program Evaluator for the Strategic Analysis (SA) program evaluation support team, contributing to all aspects of program evaluation activities from start to finish and presents findings to senior management.

Responsibilities

As a Operations Research Analyst, you will:
  • Serve as a Program Evaluator using knowledge-based parametric modelling and analytical, statistical, or mathematical computations, identifies specific research areas that merit investigation, develops new hypotheses and approaches for analyses and evaluates the feasibility of such endeavors.
  • Develop reliable methods and strategies to merge and reconcile disparate data, and assures results reflect real world environments.
  • Evaluate the impact of new technologies, systems and policies, and of applying analytical techniques in innovative ways, to generate ideas and recommend ways to enhance the effectiveness of techniques and scenarios used in current and future projects.
  • Select appropriate research methods for use in quality control analysis to ensure the reliability and consistency of the research while validating its sources and accuracy.
  • Serve as a project leader, assuming responsibility for project planning, coordinating overall team efforts, and maintaining appropriate lines of communication.
  • Present results to the scientific community at professional meetings and conferences.

Qualifications

BASIC REQUIREMENTS: A Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as evaluating programs by conducting systematic assessments of programs or project inputs, activities, outputs, and/or outcomes using behavioral, social science research methodologies, economics, common statistical methods, analysis of datasets and other techniques to determine value or worth of programs and recommending improvement of programs; developing technical and executive level reports for action and/or approval to help ensure that generated evidence is utilized to support decision making.
