Summary

This position is with the Office of Inspector General, Human Resources Division, in Herndon, Virginia. This office is responsible for providing the full range of HR services to the OIG's 270 employee workforce. If selected for this position, you will join a team of HR specialists and assistants to provide cradle to grave HR support to an assigned organization, primarily in the areas of staffing, classification, and compensation.

Responsibilities

Note: OIG employees are temporarily operating in a 100% telework capacity. However, this position will NOT be a permanent remote work or 100% telework position, but will allow up to at least six days of telework a pay period. If selected, you will be expected to report physically to the Herndon duty station when the OIG begins returning employees to the office.

As a Human Resources Specialist, GS-0201-12/13, you will perform the following major duties:

Classification: Provides the full range of position management and classification functions, including identifying and justifying correct titles, series, and grades; preparing comprehensive evaluation statements; and recommending efficient organizational structures.

Staffing: Conducts merit promotion and delegated examining staffing functions, including vacancy preparation, assessment development, job analyses, applicant screening, processing personnel actions and certification.

Compensation: Advises management about pay requirements and flexibilities, such as recruitment, relocation, and retention incentives; student loan repayment; superior qualifications appointments; and premium pay.

Provides consultative service regarding various recruitment/staffing, classification, and compensation management.

Minimum Qualifications GS-12 :

To qualify for the GS-12 level, you must possess at least one full year of specialized experience equivalent to the GS-11 level, performing all of the following:

Resume must fully demonstrate and support "ALL" the following to be considered:
  • Auditing and drafting job analyses and assessment questionnaires to ensure compliance under delegated examining and merit promotion procedures.
  • Issuing certificates for multi-graded or multi-series positions using an automated staffing hiring system.
  • Setting federal pay according to the human resource pay-setting applicable laws, regulations, and policies identified under Title 5 of the Code of Federal Regulations (5 CFR).
  • Reviewing personnel actions using guidance such as the guide to processing personnel actions for accuracy.
Minimum Qualifications GS-13:

To qualify for the GS-13 level, you must meet the required specialized experience listed above and also possess at least one full year of specialized experience equivalent to the GS-12 level. performing "ALL" of the following:

Resume must fully demonstrate and support "ALL" the following to be considered:
  • Advising managers on various merit promotion procedures and guidelines to ensure proper implementation.
  • Serving as an HR advisor and subject matter expert to supervisors on the full range of Federal hiring authorities and pay (i.e. 5 CFR, Agency, and OPM policies) to resolve technical HR staffing issues.
  • Providing advisory services regarding position management issues related to restructuring and re-organizations.
  • Auditing and training others on how to properly process personnel actions, using various guides such as the guide to processing personnel actions, OPM and agency requirements.


Education

There is no educational substitution at the GS-12 and GS-13 grade levels.
