Summary

This position is located in the Office of Privacy and Disclosure (OPD). The Principal Privacy Compliance Advisor (PPCA) reports directly to the Executive Director of OPD, who, under the guidance of the Senior Agency Official for Privacy (SAOP), is accountable for the overall privacy compliance program.

Responsibilities

  • Under the general guidance of the SAOP, the PPCA advises the Executive Director of OPD on the development, implementation, maintenance, measurement of, and adherence to SSA's privacy program
  • [cont.] including all policies and procedures covering the privacy of personal information and transparency of SSA's policies concerning personal information.
  • As the agency's recognized technical privacy subject matter expert, confers technically sound guidance to senior program management and stakeholders on privacy issues and
  • [cont.] advises SSA executives, senior staff, and other SSA staff concerning privacy policies.
  • In addition, the PPCA develops training and awareness programs to educate agency personnel about privacy policies and protection of personally identifiable information (PII), with the goal of developing a culture of protection of PII.
  • Develop and maintain a Strategic Privacy Program Plan and Privacy Continuous Monitoring Strategy, with a consistent overall approach to privacy policies and processes and
  • [cont.] current guidance set forth by OMB and NIST, including the identification and mitigation of privacy risks.
  • Provide senior-level technical, analytical, and advisory leadership on SSA's privacy program, which includes developing, distributing, and monitoring guidelines for agency-wide application
  • [cont.] and reviewing policy guidelines, standard operating procedures, risk assessments, and significant issues to identify systemic trends indicating the need to update policy, procedures, or training.
  • Provide expert technical advice on a risk management framework for privacy risks; advise and support staff in mitigating privacy risks and ensuring compliance, particularly with proposed new data collections, throughout the information lifecycle;
  • Develop and consider creative solutions to mitigating risks while achieving key mission objectives and working to meet customer and agency expectations.
  • Represent the SSA privacy office on inter-agency, intra-governmental, and public/private sector privacy projects; serves on inter-agency, intra-governmental, and non-profit panels / boards. Examples include, but are not limited to:
  • the SSA data Governance Board, EPA / SSA FOIAonline workgroup, the Federal Privacy Counsel, and/or the MITRE Board, to learn and share best practices and support privacy related projects across the broader Federal privacy community.
  • Develop and ensure implementation of privacy controls, document such controls, assess the effectiveness of such controls, and in coordination with the Office of Information Security (OIS), review each proposed "authority to operate,"
  • [cont.] make recommendations to the OPD Executive Director and SAOP concerning privacy risks and approval, and document plans for strengthening privacy controls as appropriate.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience should include interpreting, implementing, and providing support on privacy policy/compliance issues in accordance with the Privacy Act, E-Government Act, Federal Information Security Management Act (FISMA), Office of Management and Budget (OMB) guidance, and National Institute of Standards and Technology (NIST) mandates/directives.

Qualification requirements must be met by the closing date of this announcement.

Applicants for promotion must have 52 weeks at GS-14.

Position to be filled under the provisions of the Management Officials Promotion Plan . COVID-19 Vaccination Requirement: As required by Executive Order 14043, Federal employees must be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

This is a high risk public trust position.   • Knowledge of the Privacy Act, Federal Information Processing Principles, Office of Management and Budget (OMB) guidance, E-Government Act, Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST), and other Federal statutes, mandates, and policies governing agency privacy compliance requirements and initiatives.   • Ability to provide guidance on technical and complex privacy compliance matters at multiple organization levels, both orally and in writing, including analyzing technologies, programs, new data collections and applying privacy controls and assessing Authorities to Operate to mitigate privacy risks and ensure compliance with applicable federal privacy laws, policies. [Maximum 28 Points]
  • Skill in developing and implementing privacy training programs. [Maximum 28 Points]
  • Ability to design, analyze, and assess privacy programs, their effectiveness and compliance with regulatory guidance, and provide recommendations for program corrections or improvements including identification and mitigation of privacy risks. [Maximum 28 Points]
  • Skill in representing, collaborating, and coordinating with governmental organizations and/or public/ private entities on privacy compliance projects and matters. [Maximum 28 Points]

Required Documents

RESUME

SF-50
If you are a current or former Federal employee, you must submit a Notification of Personnel Action (SF-50) that that reflects your grade/step, possession of time-in-grade (e.g., a Within-Grade Increase or Promotion/Reassignment dated more than one year ago), and career or career-conditional tenure in the competitive service. If you are a new Federal employee who has not yet received a performance rating, you must upload an explanation.

Current SSA employees and VEOA applicants are not required to submit performance appraisals .

VETERANS EMPLOYMENT OPPORTUNITIES ACT (VEOA)
The Veterans Employment Opportunities Act (VEOA) includes those eligible for veterans' preference OR have been separated from the armed forces under honorable conditions after 3 or more years of continuous service, including veterans who were separated shortly before completing the required 3-year period. If you are claiming veterans' preference , you must submit a copy of your military discharge certificate (DD-214 member 4 copy preferred) or an official statement of service from your command if you are currently on active duty.
