THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is open to Maryland National Guard Soldiers only.

This National Guard position is for a ADMINISTRATIVE OFFICER, Position Description Number D0381000 and is part of the MD JFHQ G1, National Guard.

Responsibilities

This position is located in a Division Headquarters unit of the Army National Guard (ARNG).
The purpose of the position is to provide assistance to the commander (who is usually a
"part time" member of the National Guard) in overseeing or conducting recruiting, training
management, supply management, maintenance, security, personnel management ,
administrative and public relations programs in such a manner that the unit is continually
progressing toward the desired mobilization readiness posture. To accomplish the work the
incumbent utilizes a comprehensive knowledge of the organization and its mission.
b. DUTIES AND RESPONSIBILITIES:
(1) Supervises, thru subordinate supervisors, 400 or more employees in General Schedule
grades GS-4 thru GS-12 engaged in personnel, training, supply and administrative work
and in Wage System Grades WG-8 thru WS-9 engaged in maintenance and repair of
vehicles, weapons, and other equipment of the command. Originates and prepares or
approves formal requests for filling vacancies and selects or participates with considerable
weight in selection of employees for appointment, promotion, reassignment and other
status changes, and recognition of outstanding performance of assigned employees.
Approves and disapproves leave and recommends action in unusual cases as the granting
of advance leave or LWOP. Receives formal grievances and takes action to resolve at the
lowest possible supervisory level. Takes necessary informal disciplinary action and
proposes to higher authority specific, appropriate formal action as warranted. Recommends
employees for training and/or development. Implements the provisions of the equal
employment and employee relations programs, and keeps employees informed on all
aspects of the state personnel program pertaining to their situations, either directly or by
referral to the appropriate subject-matter specialist.
(2) Plans, organizes and assigns work to employees on the basis of difficulty of
assignments and qualifications of employees. Revises assignments or details employees to
other duties as necessary to meet changing work situations, deadlines or priorities.
Reviews work through reports and personal observation for adherence to procedures and
standard practices. Sets performance standards and evaluates performance of the
employees. Reviews and approves or disapproves requests for assignments or details.
Insures that technician manning is within the prescribed manpower limitations.
(3) Conducts continuing review of command programs and activities to insure that
assigned units are effectively and efficiently progressing toward the desired readiness
status. Recommends to the Commander policy and procedures or changes thereto and
develops detailed instructions for implementation by staff sections, technicians and
subordinate units. Reviews training evaluation reports, unit status reports, property
inventory reports, maintenance inspection reports, strength reports, etc. Keeps abreast of
new policy statements, regulations and directives issued by higher headquarters. Provides
direction to and coordinates the activities of each staff section of the headquarters.
Provides input to studies relating to reorganization, relocation of units, logistical support,
personnel practices, maintenance activities, use of training facilities, etc. Visits subordinate
units on a regular basis to provide guidance and assistance, to insure command programs
have been implemented and to evaluate their effectiveness. Makes day-to-day decisions for
the Commander in areas of personnel and equipment assignments, instructions to staff
members, and replies to request from higher headquarters or local authorities, Investigates
and recommends appropriate action on accidents or such incidents as property loss or
complaints involving units or individuals of the command.
(4) Represents the Command in contacts with the community. Provides support for
community activities such as parades, celebrations, military funerals, etc. Coordinates with
civic officials, club officers, shopping center personnel and school officials for such things as
recruiting activities, community support projects, natural disaster or civil disturbance
planning, use of facilities for training, and security of facilities. Submits to local news media
articles, stories, announcements or advertisements designed to make the public aware of
the National Guard and the role it plays in the community and in national defense.
(5) Responsible for the proper utilization and maintenance of National Guard armories and
other facilities of the command. Arranges with state ARNG officials for repair, upkeep and
custodial services for the facilities. Insures that proper security measures are established
and followed. Initiates rental agreements and receives and accounts for monies received
from rental of the headquarters armory.
(6) Performs other duties as assigned.

This position is open to Maryland Army National Guard Soldiers only.
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Selectee will be required to wear the military uniform. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory.

1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96)
of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a
qualifying crime of domestic violence may not perform the duties of this position.
3. Ability to establish effective professional working relationships with coworkers and
customers, contributing to a cooperative working environment and successful
accomplishment of the mission.
4. May occasionally be required to work other than normal duty hours; overtime may be
required.
5. The duties and responsibilities of your job may significantly impact the environment. You

Qualifications

Military Grades: Officer O3-O4

GENERAL EXPERIENCE : Experience, education or training in managing or directing,
one or more programs, including appropriate supporting service organizations.
Supervisory, managerial, professional or technical work experience and/or training
which has provided knowledge of management principles, practices, methods and
techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : Must have at least 36 months experience, education or training
analyzing problems, identifying significant factors, gathering pertinent data and
recognizing solutions. Experience preparing reports, plans, policies and various
correspondence. Experience evaluating objectives and develop plans to facilitate the
availability and effective utilization of various resources. Experience utilizing the
organization, its mission and the organizational staff procedures. Experience using
quantitative and qualitative techniques for analyzing and measuring the effectiveness,
efficiency and productivity of administrative and technical programs. Experience
developing the mission and work processes of programs throughout the military
organization and multi level agencies. Experience in analytical and investigative
techniques. Experience in managing the function of the work to be performed.
Experience which includes leading, directing and assigning work of personnel.

Quality of Experience - Length of time is not of itself qualifying. Candidates'
experience should be evaluated on the basis of duties performed rather than strictly on
the rank of the individual; however, established compatibility criteria/assignments must
be followed. The applicant's record of experience, training, and education must show
possession of the knowledge, skills, and abilities needed to fully perform the duties of
the position to be filled.
