Summary

The incumbent in this position will serve as a Management and Program Analyst within the AQ Integration Office in one of AQ's four primary operating locations: Boyers, PA; Ft. Meade, MD; Crystal City, VA; or Quantico, VA. The position requires occasional travel among these locations.

Responsibilities

As a MANAGEMENT AND PROGRAM ANALYST (PROCUREMENT) you will be responsible for the following duties:
  • Provide analysis, planning, implementation, problem solving, process improvement, internal and external communications, and functional project leadership for a variety of enabling and integrating services that directly contribute to the successful achievement of AQ's mission.
  • Plan, implement, monitor, evaluate, and improve AQ enterprise integration activities and enabling support functions.
  • Implement, advance and improve acquisition and contracting workforce training and professional development initiatives.
  • Provide daily project management and problem solving for annual AQ Enterprise and AQ Integration Office priority projects and initiatives.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:
  • Providing analysis, planning, implementation, problem solving, evaluation, and effective internal and external stakeholder engagement across a variety of special projects and organizational functions to include business support / enabling functions (e.g. talent management, training, resource management, facilities, etc.);
  • Designing tracking mechanisms to collect and report on procurement and contracting activities;
  • Directing the analysis of data and preparing presentations with recommendations for changes in established procedures; and
  • Conducting studies of procurement and contracting activities spend patterns to identify necessary efficiencies, process changes, and strategic sourcing capabilities.
Specifically you will be evaluated on the following competencies:
1. Communication : Written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports and correspondence to managers to foster understanding and acceptance of findings and recommendations.

2. Management Analysis : Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.

3. Process Management : Develops and monitors processes and organizes resources to achieve desired results.

Substitution of education may not be used in lieu of specialized experience for this grade level.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
