Summary

This position is located in the Department of Labor (DOL), Office of Administrative Law Judges (OALJ), Office of Program Operations (OPO). OALJ is responsible for conducting adjudicatory hearings and issuing decisions for the Department of Labor under more than 80 different laws statutes, regulations, and executive orders.

Responsibilities

Major duties for this position include but are not limited to the following:
  • Plans, organizes, and directs the activities of the Office of Program Operations and Regional Office Operations - ensuring that assigned projects and programs are compliant.
  • Program areas may include case docketing and pre-hearing legal activities, administrative and operational initiatives, human resources and other support functions, information management, safety and health practices, travel, space management, procurement and contract management, financial and budget activities, records management, workforce development and performance management, and FOIA and other administrative functions throughout OALJ.
  • Manages regional operations and assists the regions with developing resources for general operating, salary, and properly related funds.
  • Researches, interprets, analyzes, and applies applicable guidelines, policies, regulations, etc., and determines their effect on program needs.
  • Plans and schedules work in a manner that promotes smooth flow and even distribution. Identifies the need for changes in priorities and takes action to implement such changes.
  • Assesses and revises policies, processes, and procedures to find ways to improve quality, timeliness, and efficiency of work.
  • Advises and provides counsel to subordinate employees regarding policies, procedures, and directives of management.
  • Represents the Agency on a variety of sensitive and/or potentially controversial matters involving internal and external stakeholders.
  • Oversees and manages an array of OALJ administrative and management programs, operations, and activities.
  • As the COR, the incumbent continuously monitors OALJ's contractors' performance to confirm timely services according to contract specifications.

All current Office of Administrative Law Judges (OALJ), Benefits Review Board (BRB), Office of the Solicitor (SOL) employees with competitive status.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Specialized Experience is defined as having experience in providing strategic leadership in the oversight and direction of the operations program, compliance, and accountability in one or more states.
Specialized Experience includes:
(1) Managing and directing operational planning and program development to meet present and future mission accomplishments.
(2) Ensuring program policies are consistent with organizational goals and integrate the diverse functions of the agency to support the established performance objectives and metrics in support of the agency.
(3) Directs the planning and execution of financial processes, human resources management, information management; business planning; personnel resource assignment and skill development; and oversees other critical support services.
(4) Enable strategic and leadership decision making and executing strong working relationships with partners, stakeholders, and leadership official that advance the mission of the agency.
