Summary

This position is located in the Office of International Programs (OIP), Export Controls and Nonproliferation Branch (ECNB). The supervisor is Peter Habighorst. This position is Bargaining Unit, is subject to Confidential Financial Disclosure Reporting requirements and is subject to security ownership restriction reporting requirements. This position requires Occasional travel. Travel expenses associated with interview and/or relocation associated with job offer will not be paid.

Responsibilities

The selected applicant will be responsible for reviewing Executive Branch nuclear non-proliferation initiatives and proposed export-related authorizations and for updating and revising U.S. Nuclear Regulatory Commission's (NRC) export-import licensing regulations. The selectee will be responsible for drafting rulemaking regarding 10 CFR Part 110, preparing international procedures and policy papers regarding export and import licensing. He/she reviews some applications for licenses to export or import nuclear materials or equipment to determine compliance with appropriate rules and regulations of the Commission.

The regular duties include:

Formulates, reviews, and assesses Executive Branch nuclear export-related policies and activities submitted to the NRC under formal interagency procedures, including bilateral Agreements for Cooperation, and proposed U. S. and multilateral export controls on nuclear commodities, nuclear-related equipment, and technology.

Prepares, formulates, and develops staff analyses, Commission papers, correspondence to other agencies, foreign government representatives and Congress in the areas of nuclear export and import controls on nuclear commodities, bilateral Agreements of Cooperation, and the Nuclear Suppliers Group.

Develops Commission program plans and related long-and short-term range policy development efforts and analyses, concerning nuclear export control on nuclear commodities and rulemaking regarding 10 CFR110.

Qualifications

The ideal candidate will be able to demonstrate the following:

1. Demonstrated experience in performing rulemaking and developing policy (Double weighted) .

2. Knowledge of the physical sciences and the nuclear fuel cycle sufficient to understand a variety of technical terms and considerations encountered in assigned tasks.

3. General knowledge of U.S. Atomic Energy Act, statutes, policies and agreements applicable to NRC licensing.

4. Demonstrated ability to communicate effectively and concisely both orally and in writing. Ability to articulate complex issues in simple and clear terms.

5. Demonstrated ability to establish effective working relationships for the purpose of exchanging information on technical or policy subjects, soliciting and summarizing comments, and reconciling differing views and opinions to complete licensing actions.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as experience in performing rulemaking and developing policy; ability to review and assess Executive Branch nuclear-related policies; knowledge of the physical sciences and the nuclear fuel cycle sufficient to understand a variety of technical terms and considerations encountered in assigned tasks, and general knowledge of the U.S. Atomic Energy Act, statutes, policies and agreements applicable to NRC licensing.

A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.

The NRC is a zero tolerance agency with respect to illegal drug use. Individuals selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
