Summary

This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Operations Research Analyst, you will initiate, coordinate, execute, and document a range of analytical communication functions related to hydrogen and fuel cells.

Responsibilities

As a Operations Research Analyst, you will:
  • Advise management on the selection of an appropriate analysis, and interpretation of analytical results. Develop reliable methods and strategies to merge and reconcile disparate data. Brief management and high level officials on progress and conclusions.
  • Generate ideas and recommendations to enhance the effectiveness of techniques and scenarios used in current and future projects and operations.
  • Provide technical advice to peers and senior managers within and outside of the organization on data requirements, analytical methods, tools, and techniques.
  • Plan and carry out quality control programs to ensure the reliability and consistency of the research and data. Work includes the identification of inadequacies and inconsistencies in data, development of procedures and methodology to modify the data.
  • Serve as a technical expert with respect to all phases of project management. When needed, serve as a project leader, assuming responsibility for project planning, coordinating overall team efforts, and maintaining appropriate lines of communication.
  • Present results to the scientific community at professional meetings and conferences.
  • Mastery of a broad range of operations research analysis principles, theories, concepts, and techniques.

Qualifications

BASIC REQUIREMENTS: A Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as experience applying mathematical and statistical theories, techniques and methods to the full range of analytical studies, project, programs and budgets; experience managing stakeholder engagement, outreach, and international work, and engagement with trade associations related to hydrogen and fuel cell technologies, hydrogen partnerships, developing digital, social media, and other publications; experience communicating, briefing and managing the development of products for senior leadership, OMB, Congressional, and other audiences relevant to hydrogen and fuel cell technologies.
