Summary

Due to the Pandemic and individual states with different phases of reopening, the selectee's report
date to the official duty station/facility may be delayed until such time as employees are allowed
to report to the workplace. The person selected may telework up to the maximum extent possible, up
to and including full time, until it is determined by state and Federal officials that employees
are allowed to report to the workplace where this position is located, on a regular basis.

Responsibilities

This office is responsible for assessing the operational performance of the National Airspace System (NAS) and providing analytical products and services to Air Traffic Management personnel.

Provides analytical support to the System Operations, Air Traffic Command Center (ATCSCC) in System Operations.

Works with a highly technical and multi-layered team to track and analyze program operations data specific to support traffic flow management planning and execution and air traffic control support services.

Applies experience and advanced knowledge of analytical and evaluative methods and techniques for assessing program development for improving organizational and operational effectiveness.

Utilizes Traffic Flow Management systems, applications including, but not limited to Traffic Situational Display (TSD), Flight Schedule Monitor (FSM), Aviation Systems Performance Data (ASPM), Operational Network (OPSNET) in support of efficiency analysis, quality control and constraint modeling in support of efficiency, quality control and constraint modeling.

Collects, tracks and analyzes data for providing input for the development of daily operational plans, monitoring and providing real-time assessment of the execution of these plans, providing post-analysis operational support for monitoring the effectiveness, efficiency, and compliance to the operational goals.

Conducts studies and surveys to support operational reviews and to measure achievement of goals and performance measures for FAA facilities and personnel to address emerging performance issues in the National Airspace System (NAS).

Assignments may require knowledge and experience working across functional and/or organizational lines.

Tracks and analyzes data to assist in the development of operational requirements for future development of Traffic Flow Management planning, execution, review and training systems, and weather prediction capabilities.

Recommends improvements to organizational processes.

Applies considerate independence in planning time and helping manager or more experience in planning and using assigned resources to accomplish projects/programs/activities.

Acts as an individual contributor of a team assisting in conducting projects and studies. Performs analytical functions to identify problems to recommend improvements for overall work processes and management operations.

Conducts research, studies, and surveys which are directed to improve efficiency. Analyzes and evaluates program areas to identify trends in program delivery such as effectiveness of incorporating various applications into audit and compliance processes, analysis of consolidated report data to measure effectiveness in meeting baselines, or the degree to which program plans and achievements support strategic initiatives.

Acts as an individual contributor and/or member of a team for projects/programs and may perform some leadership functions for small projects/programs or other work activities.

Contacts typically are internal and external, with regular contacts among major subdivisions and LOB/SO's customers, and other external parties to share information about the FAA and explain the applications of policies and procedures.

Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.

The work supports the activities of the organizational unit and may affect project/ program objectives for the major subdivision and the ATO. In some areas, the work may affect the safety and security of customers.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next
lower grade level (FV-G or FG/GS-11) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully
perform the duties of the position. To be creditable, specialized experience must have been at
least equivalent to the next lower level in the normal line of progression for the occupation in
the organization.

Specialized Experience at the next lower level, FV-G:

-Experience collecting and analyzing data and conducting researches to improve operations.
