Summary

The position is located in the U.S. Department of State, the Foreign Service Institute (FSI), Office of the Executive Director, Human Resources Division (HRD) and is responsible for the development, execution, evaluation and oversight of a Recruitment and Placement Quality Control and Assurance (QC/QA) Program for FSI and serving Bureaus in the Department, providing technical advice and guidance on all aspects of recruitment and placement policy guidance, procedure development, and processes.

Responsibilities

  • Evaluates overall compliance with all legal requirements and effectiveness and efficiency of recruitment and placement operations.
  • Develops and implements policies that support mission-critical Foreign Service Institute goals and objectives.
  • Provides authoritative interpretation and instructions on laws, regulations, policies and procedures and develops guidance on appropriate course of action related to these instructions.
  • Directs and manages the Foreign Service Institute (FSI) Recruitment and Placement Quality Control and Assurance (QC/QA) program for all staffing and recruitment actions.
  • Develops and implements Department mandated internal controls.
  • Oversees and manages broad, in-depth analytical reviews, studies, and projects and evaluates a wide range of complex management and program issues.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience developing internal controls measures to evaluate staffing and recruitment operations.

Experience analyzing and resolving complex recruitment and staffing problems.

Experience developing recommendations for changes for organization procedures and policies.

Quality Ranking Factor (QRF):

Delegated Examining certification recommended.

There is no substitute of education for specialized experience for the GS-14 position.

  • Ability to provide advisory services on a variety of human resources matters.
  • Knowledge of qualitative and quantitative methods and techniques.
  • knowledge of workforce planning and analysis concepts, principles, and methodologies.
  • Ability to communicate effectively orally and in writing.

Qualified candidates are assigned a score between 70 and 100.
