Provides leadership, supervision, guidance, training and support to meter field service technician staff in the installation and maintenance of large and small meters throughout the Sanitary District work zoneEssential FunctionsSupervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, hiring, and/or termination or recommending terminationSchedules, assigns and inspects crews' daily workAssists crews with difficult, specialty type repairs, or special projectsReceives and investigates complaints relative to problem meters, problem reading, and employee conductEvaluates new technology associated with the installation, performance and/or maintenance of meters; meter reading; metering attributes; supplies and safety equipment. Effectively uses experience and training to make informed recommendations to WSSC Water managementControls and monitors material stock inventory and equipment on each maintenance vehicle for zone operationEnsures proper maintenance, purchasing and handling of tools and equipment for WSSC Water vehicles assigned to zonePrepares purchase requisitions for approvalReviews daily paperwork submitted by field crews to ensure accuracyCommunicates new and revised policies and procedures to assigned staffAssists with budget preparations for the Section and monitors expendituresInvestigates vehicle accidents, work injuries, and infractions of rules/policies; makes recommendationsPrepares in-depth written reports and evaluationsMonitors large meter preventative maintenance and meter reading schedules; makes adjustments when neededCoordinates minor maintenance type of work including locating and adjusting frozen metersAs directed by Customer Service, initiates and finalizes meter service to customers, conducts special meter readings, and confirms meter serviceManages collection amounts to ensure turn offs are completed in a timely mannerCommunicates with other WSSC Water divisions/departments/sections; provides status of service or receives instructions on restoring or terminating service or to confirm meter readingsUtilizes small hand tools, computers, calculator and other office equipmentEnsures all business goals, objectives, and outcome measures of the Utility Services Meter Section are metDrives a vehicle to conduct WSSC Water businessOther FunctionsPerforms related duties as assignedWork Environment And Physical DemandsField work requiredWork is primarily performed in office environmentRequired Knowledge, Skills, And AbilitiesThorough knowledge of WSSC Water operating procedures for Customer Relations, Regulatory Services, Systems Maintenance, and Materials & ServicesThorough knowledge of the operation of water meters and their component parts and methods commonly used in the maintenance, repair, replacement and installation of various sizes and types of water metersGood knowledge of Prince George's and Montgomery Counties' geographic areasAbility to instruct and train othersAbility to keep accurate recordsAbility to work effectively with employees and the general publicAbility to identify and prevent potential problems; takes initiative to resolve problems when they ariseAbility to effectively write SOP's, training material and memorandaMinimum Education, Experience RequirementsBachelor's degree in civil, mechanical, sanitary, environmental engineering, or related engineering or construction discipline3 years of progressively responsible experience in meter operationsORHigh School diploma or equivalent7 years of progressively responsible experience in meter operations
