WMATA's engineering and architecture team supports the many different technical requirements needed to keep the system running and implement upgrades to the system. WMATA requires well organized documents and a solid Quality program to ensure that designs and implementation of those designs follow the latest technical standards developed by the various engineering disciplines. The team is currently seeking a dynamic Director of Design Document Control and Compliance to lead a group of engineers and technicians responsible for ensuring that these important functions are taken care of. The selected candidate will be responsible for ensuring that WMATA has up to date Design and Construction Documents, standard specifications, standard and directive drawings, as-built drawings and documents, and other project related documents. The group is responsible for providing CAD and specification support during the design process; ensuring the storage and archiving of contract close out documents received from construction projects; managing the project/program management platform utilized for tracking projects; as well as managing technical software packages for the engineering and architectural team.

The incumbent will develop Statements of Work outlining requirements for ensuring that all software and support for the program is procured in a timely manner. The ideal candidate will have excellent communication and organizational skills to ensure that internal and external customers' needs are clearly understood and addressed. The ability to work well with a diverse group of individuals and move initiatives efficiently, with the highest level of standards, when needed will be one of the keys to success. In addition, having the ability to develop short and long term solutions to various project support needs will be necessary.

MINIMUM QUALIFICATIONS

Education
  • Bachelor's Degree in Engineering

Experience
  • A minimum of ten (10) years engineering management, analysis, and contract oversight experience for a multi-disciplined engineering program (encompassing civil, mechanical, electrical, electronic, environmental, and industrial engineering), preferably for a large transit or other vehicular organization.
  • Experience interfacing with Federal oversight authorities, elected officials, and other high-level officials.
  • Experience directing both internal subordinate and external contracted/consultant workforces

Certification/Licensure
  • Professional Engineer's (PE) license from Virginia, Maryland or the District of Columbia or ability to obtain PE license within one year
  • Roadway Worker Protection (RWP) Level 2 or above Certification within 6 months of hire

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

SUMMARY

The Director of Design Document Control and Compliance oversees the planning and coordination of an effective, well-integrated, and comprehensive engineering and architectural requirements program for multiple design and construction projects. The incumbent ensures requirements for design and construction projects are established and maintained throughout all levels of program/project engineering, maintenance and construction. The incumbent develops, revises, and implements engineering and architectural policies, procedures, and standards to provide adequate guidance and oversight of programs and projects and ensures that those policies, procedures, and standards comply with various legal, safety, and other requirements. Interfaces with executive and senior-level staff from regulatory agencies and other organizations to address WMATA's interest.

The incumbent may be responsible for signing and applying his/her Professional Engineer's seal to engineering documents (reports, drawings, and calculations) for WMATA studies, estimates, designs, or analysis.

ESSENTIAL FUNCTIONS
  • Provides guidance and direction to the Engineering staff on the interpretation and implementation of control documents (i.e. As built drawings; Utility and municipal/jurisdictional agreements and other documents and communications) as required for the effective and efficient design and construction of projects throughout the WMATA system.
  • Works closely with all project managers responsible for delivering design or construction projects and leads a group of CAD and specification professionals responsible for developing and maintaining the core documents upon which the WMATA system has been built and will continue to be maintained.
  • Maintains and directs the Quality Assurance/Quality Control program for design and construction projects. Recommends updates to manuals to ensure conformity to Authority engineering standards and that project managers are executing projects as outlined in WMATA design criteria and standards, technical specifications and relevant project manuals.
  • Leads a group of Quality Assurance professionals who oversee/monitor the management staff responsible for delivering new projects and maintenance repairs/upgrades to the WMATA System.
  • Develops, revises, and implements engineering policies, procedures, and standards to ensure compliance with legal, safety, and other requirements.
  • Coordinates configuration management and system integration rules functions of WMATA's diverse engineering disciplines to ensure that all changes are well vetted and that modifications do not create conflicts between disciplines.
  • Develops, reviews, and approves technical engineering designs, specifications, and change orders, and ensures conformance with WMATA design Criteria and Standards. Assists with the coordination of "in-house" designs and analysis with internal clients across departments within the Authority.
  • Directs inspection and project evaluation activities to include work schedules, budgets, expenditures, and resource allocation to evaluate project conformance to overall goals and ensure achievement of technical engineering requirements.
  • Plans and directs the effective utilization of engineering and architectural resources on the preliminary and final design and construction of major segments of the Authority's expansion and modernization program. Ensures that adequate engineering resources are available for matters related to design control and provide special technical assistance and guidance for the full range of WMATA's projects.
  • Directs, oversees, and monitors engineering activities of consultants to ensure fulfillment of contract specifications, timetables, budget, and other conditions by providing up-to-date guiding documents for work being engaged in by consultants and contractors working for WMATA.
  • Provides effective engineering and architectural solutions for both Capital and Operating funded projects. Represents the Authority's interests in meetings and communications with external stakeholders related to document control.
  • Oversees the preparation and subsequent monitoring of office budget and other administrative duties as requested by the VP of Engineering and Architecture. Prepares and directs the preparation of clear, technically sound, accurate, and informative statistical, financial, progress, and other reports. Prepares executive correspondence.
