Human Resources Director
JOB OVERVIEW:The Director of Human Resources (DHR) provides leadership and guidance regarding all aspects of MDC's HR programs and policies including (but not limited to) compensation, benefits, legal compliance, recruitment and staffing, talent development, and culture management. The Director is responsible for the CompanyA' 's overall employee engagement strategy and HR program execution. S/he develops and implements HR programs that promote the attainment of MDCA' 's corporate goals and objectives. Notably, this position requires someone that can strategically serve as part of the executive leadership team while at the same time managing and conducting day to day activities.RESPONSIBILITIESServe as part of the executive team to help develop and implement employee and culture strategiesServe as an individual contributor to all HR mattersRecommend HR growth strategies (hiring of additional HR support)Supervise and manage HR personnelFacilitate HR-related team development, strategy planning, reorganization, and change management efforts.Provide guidance in managing employee relations issues by coaching and counseling client group leaders on performance management and other HR matters.Provide recruiting guidance and support in collaboration with the hiring managers.Consult with management to recommend candidates, starting salaries, etc.Prepare and present ongoing and ad-hoc reports for personnel information including turnover, applicant tracking, Affirmative Action/EEO, and compensation.Identify trends that could impact organizational objectives and/or human resources operations.Plan, manage, and conduct HR training events as necessaryConduct investigations in response to employee complaints, employment litigation, and workplace grievances.Execute employee discipline (to include termination) in accordance with company policy.Ensure compliance with internal policies and external agents, eg, monitoring and implementing Federal and State labor requirements and furnish year-end mandatory reportsProvide counsel and support to management on the appropriate interpretation and application of human resources policies, including support and counsel on organizational structure and workflow management.Collaborate with Business Development to provide guidance and ensure compliance with Federal Acquisition Regulations as application to personnel policies and procedures for US government contractors.Lead the day-to-day management of all benefits, including 401(k), medical, dental, vision, life insurance, wellness, COBRA, leave administration, ACA compliance, Short Term Disability, Long Term Disability, and Life Insurance plans.Serve as primary contact for plan vendors and third-party administrators.Lead vendor negotiations and implement an effective open enrollment process and wellness programs, ensuring that the company is offering best-in-class programs in a cost-efficient manner.Manage the effective communication of compensation, benefits, and wellness programs to achieve employee awareness, understanding, and appreciation of the programs offered.Direct and oversee ADP/WFN to ensure data integrity and facilitate sound decision making.Troubleshoot HRIS data issues, escalating and managing issues through system vendors as needed.Research HRIS workflows to ensure successful delivery of ADP/WFN services to the Company.Ensure optimal efficiency and data integrity of ADP/WFN.Serve as the primary interface with IT, Finance, Payroll, internal, and external clients for ADP/WFN needs.Develop and provide periodic ADP/WFN training for usersIdentify and implement ADP/WFN modifications and customizations to optimize utilization.QUALIFICATIONS/EXPERIENCEBachelor's degree in Human Resources, Business Administration, or related field required; Master's degree preferred.At least 8 years of human resource experience required in managing full employee life cycle including employee selection, onboarding, total rewards, development and learning, performance management, engagement and recognitionAt least 5 years human resource experience in workforce management and planning, employment law, employee relations and compliance.At least 5 years of federal government contractor and Service Contract Act experience.SHRM-CP or SHRM-SCP highly preferred.Experience creating and managing diverse recruitment programs and sources.A demonstrated ability to formulate creative solutions to human resource challenges.A demonstrated ability to manage and initiate human resource functions in a fast-moving environment of highly skilled professionals.KNOWLEDGE/SKILLSStrong functional knowledge of federal, state, and local employment laws including but not limited to Title VII, ADA, FMLA, Wage and Hour, EEOCKnowledge of HRIS database functionality, (preferably ADP Workforce Now), report writing and running queries is highly desired.Expert technical knowledge of MS Office (Excel, PowerPoint, and Word)Strong conflict management skillsAbility to apply sound judgment, decision-making and critical thinkingDetail-oriented and organized, with excellent follow-through and analytical skillsExcellent communication skills, both oral and written with the ability to build and maintain relationships with people at all levels of the organization and across a diverse range of backgrounds.Sensitivity to the internal and external political implications of the human resources function.Ability to manage multiple projects simultaneously.Company is experiencing (and will for the foreseeable future continue to experience) substantial change resulting from rapid growth. Knowledge/prior experience in culture and change management leadership is a must.
