Summary

This assignment is a 2-year non-reimbursable assignment.

The position is within U.S. Customs and Border Protection (CBP), Office of International Affairs (INA), International Operations Directorate, Latin America and Caribbean Division.

Must have or be able to obtain and hold a Top Secret Clearance. This is a virtual Joint Duty Assignment until the reopening of the office. A telework schedule may be available on a regular recurring or situational basis after the office is opened.

Responsibilities

The IRS is responsible for analyzing the geopolitical risk factors that impact legitimate flows of people and cargo in relation to U.S. trade and security goals in their area of responsibility (AOR), and for developing and managing related technical assistance and capacity-building programs. Additionally, the IRS will serve as the CBP subject matter expert and liaison with the U.S. inter-agency for the region, as well as the agency representative on policy discussions impacting the CBP mission and regional objectives.

The job is in a fast-paced and dynamic environment dealing with international issues as they arise by communicating with overseas CBP personnel, interagency partners, and foreign government representatives. You will collaborate with Department of State and other U.S. agencies to obtain and manage funding in support of CBP's overseas programs. You will organize and implement the logistics for training programs for foreign customs, police, and immigration officials. You will maintain contact with CBP officials based in the region in order to provide timely reports on trends related to border security issues.

Responsibilities include:
- Preparing briefing materials and briefing INA and CBP leadership in anticipation of international travel or high-level meetings with international counterparts.
- Maintaining awareness of geopolitical developments and CBP and DHS programs that affect the AOR.
- Supporting CBP operational offices with their overseas programs, as needed; may require assisting with deploying personnel, acquiring or monitoring funding, preparing training sessions, and providing regular updates on the program's progress.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation

  • The program does not apply to members of the Military service or contractors.

Qualifications

Qualifications required:
  • Experience studying or working in Latin America or the Caribbean. Language skills are a plus but not required.
  • Strong writing and speaking skills, especially to create briefing memos and verbally report to leadership on information related to CBP programs in the region.
  • Ability to complete tasks independently and with little supervision.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
