Responsibilities

The NIST Material Measurement Laboratory (MML) conducts measurement science research for industries based in serves as the national reference laboratory for measurements in the chemical, biological and material sciences, and contributes technical expertise to the development of standards. MML researchers perform through activities ranging from fundamental and applied research, to the development and dissemination of certified reference materials, evaluate critically evaluated data, and create other programs and tools to assure the quality of measurement results. MML is also responsible for coordinating the NIST-wide Standard Reference Material and Standard Reference Data programs. Our work supports areas of national importance: We contribute to the development of new vaccines and biologic drugs, characterize the performance of alternative fuels and refrigerants with less greenhouse gas potential, assess pollutants including ocean plastics, and help develop new materials for lightweight, fuel efficient transportation.

The incumbent will serve as an Administrative Officer for the Material Measurement Laboratory. The incumbent is expected to perform the full range of administrative officer responsibilities. Responsibilities include administering the budget, financial management, human resources, and other general administrative activities consistent with programmatic objectives and NIST policies. The incumbent routinely confers with and advises management to identify and resolve administrative problems and needs and is also expected to provide guidance, advice, and information on these matters to other organizations. General administrative activities include, but are not limited to, acquisition actions, assistance awards, bankcard activities, and travel management. The incumbent will be expected to perform duties independently with minimal guidance and have the ability to effectively perform analysis and issue resolution.

Qualifications

Basic Requirements

To qualify, applicants must have one year of specialized experience equivalent to the GS-11 (ZA-II for NIST). Specialized experience is defined as experience coordinating administrative functions for an organization to include budget planning, financial management, human resources management, acquisitions, travel management, property management, and space management.

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.

The qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook .

The physical worksite for this position is located in Gaithersburg, Maryland. However, the Material Measurement Laboratory is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when Material Measurement Laboratory moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement. Non-compliance with the supervisor's telework-schedule requirement could result in adverse action, including separation.
