Summary

The selectee serves as a branch chief within the Defense Counterintelligence and Security Agency's (DCSA's) DoD Insider Threat Management and Analysis Center (DITMAC) Analysis and Mitigation (A&M) Division. As such, leads a team of government and contractor analysts supporting the DoD enterprise to deter, detect, and mitigate potential insider threats by conducting analysis and coordinating activities across the Defense enterprise.

Responsibilities

Continuation of Hiring Path Clarification
Current DCSA Civilian employees who live or reside in the Arlington, VA local commuting area, which includes the entire area within the boundaries of Washington, DC; the Maryland counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, St. Mary's, and Washington; and the city of Baltimore and all cities in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above; the Virginia counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford; and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties; Adams County in Pennsylvania; Morgan, Berkeley, and Jefferson counties in West Virginia.

As a SUPERVISORY INSIDER THREAT INVESTIGATIONS ANALYST you will be responsible for the following duties:
  • Performs the full spectrum of civilian supervisory duties, including onboarding, performance management, and administrative duties. Operationally, ensures analysts are capable of performing all required activities, conducts oversight, and leads challenging activities in support of the A&M mission.
  • Under the direction of the Chief of A&M, serves as a change agent to improve internal and enterprise processes while taking second and third order effects under consideration. Work directly with DITMAC subject matter experts to improve analytic production and evaluate new and creative approaches to achieve successful mission completion.
  • Develop relationships with DoD component insider threat hubs and drive efforts to increase priority-level reporting. Coordinate with other DCSA elements as appropriate to create a strong Agency-level coordination effort. Work internally with the DITMAC Quality Review Team (QRT) to evaluate production efforts of analysts and provide feedback on known, systemic issues.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Knowledge of insider threat principles and operations; Effectively communicate orally and in writing Insider Threat issues to higher leadership; Leading personnel, particularly from a supervisory level; Synthesize data from a wide number of sources, to include security, counterintelligence, law enforcement, and other sources; Leading and adapting to changes applying knowledge of security, law enforcement and intelligence.

Specifically you will be evaluated on the following competencies:

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
