This position is located in the Division of Finance, NFE Servicing and Control Section (NSCS) of the Federal Deposit Insurance Corporation and provides team leadership and expert management for a portion of NFE PeopleSoft or other Division of Finance (DOF) supported systems.

As a Senior Systems Accountant, you will:
  • Provide team leadership and expert management with regard to developing, maintaining, enhancing and upgrading systems. Provide advice and evaluate code, configuration, edit, or data changes to ensure compliance with legislative, regulatory, operational, accounting or security standards and requirements.
  • Assist the NSCS Manager in responding to the Government Accountability Office (GAO) and FDIC's Office of the Inspector General (OIG) financial system audits, and security and privacy control reviews and assessments, by providing technical information or documentation, and taking appropriate follow-up action on findings and recommendations.
  • Develop, analyze, review, monitor, and perform reconciliation processes to ensure data and report integrity, accuracy, and auditability.
  • Provide technical guidance for the specifications of the development, maintenance and operation of accounting, financial or human resource systems including: accounting codes/Chartfields, edits, security roles and user access, internal controls, system tables, reports/query development, system and user documentation.
  • Lead, coordinate, conduct and review functional and technical tests of system development, enhancements, defects, disaster recovery, updates and upgrades, and validating changes in Production. Develop test scripts, determine test sequencing, coordinate workflow, review performance stress testing and confirms results.
  • Provide guidance and support scheduling and monitoring system operations to ensure timely and accurate interfaces with internal or external systems, and execution of batch, allocation, and closing processes.
  • Recommend, develop, review, and implement methods of streamlining, innovating and automating processes and tasks. Evaluate new software products to determine their usefulness in increasing the efficiencies of operations or addressing obsolete technology.
  • Develop and design solutions to meet the changing needs of Corporate and Receivership accounting, finance, and reporting and translating them into software requirements. Provide expert consulting to business areas on how to best utilize NFE or other software applications and tools to meet their business objectives.
  • Prepare project proposal data for new initiatives, identifying project scope, objectives, value, and risks. Analyze the financial impact, cost savings and improved efficiency and effectiveness of proposed and on-going projects and programs, and presenting findings and recommendations.
  • Represent the Division as a part of design and implementation teams for other system initiatives that potentially impact NFE or other applications. Brief senior management on various aspects of PeopleSoft / NFE or other supported systems in their assigned areas of expertise. Communicate with other areas in the Corporation for purposes of coordinating and informing all impacted parties of significant issues or changes.
  • Maintain highly effective working relationships with the functional business owners, information technology staff and information technology contractors to proficiently resolve system related issues.

Qualifying experience may be obtained in the private or public sector. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. In addition to the specialized experience below, this position requires:
  • Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
  • Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

    A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

    Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.


    To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience managing processes of a financial system, or producing reports and performing analysis and reviews of accounting and financial systems to test and validate processes and data.

Because specific course work is required, applicants MUST submit transcripts from each academic institution in which the required courses were taken in order to receive credit for that course work.
