Summary

The Division of Data (DOD) is headed by the Chief Data Officer and serves as the leading authority on the Commission's data strategies. The
Division is comprised of two branches, 1) Data Policy and Standards and 2) Data Operations. This position is located in the Data Engineering and Architecture Section within the Data Operations Branch.

Responsibilities

This position requires proactive engagement in several areas, including, but not limited to, data architecture, data management, information architecture, data standards, project management, requirements development and analysis, alternatives analyses, customer management, contract management, risk management, systems design, software testing, and systems documentation. If selected for this position, you will serve as an Information Technology Specialist in the Data Engineering and Architecture Section with the following assignments:
  • Development and oversight of data analytic and reporting capabilities by Commission staff.
  • Development and oversight of user communities of interest which enable Commission staff to gain maximum utility from data assets.
  • Solicitation and/or identification of data, analytic, and reporting related requirements from Commission staff.
  • Assists the development and oversight of the Commission's data architecture.
  • Managing and overseeing projects and tasks related to Data Engineering and Architecture either directly or through staff and/or contractors.
  • Managing and overseeing contractors who perform work under the Data Engineering and Architecture Section.
  • Works collaboratively with data/information architects, database administrators and project managers to support the development of data storage and virtualization.
  • Provides expert direction and guidance on all matters related to data modeling and data collection. Contributes or oversees contributions to the development of architectural components related to data storage, retrieval, optimization, and reporting.
  • Prepares, reviews, and/or evaluates training manuals and materials required for analysts and data scientists that access the data environment. Develops instructions and operating procedures for other areas, as needed, for the Data Engineering and Architecture programs.
  • Conducts analysis of data, data structures, physical and logical database entities. Recommends, or makes, improvements that will result in more effective use by commission staff. Improvements may include (but are not limited to) data architectures, data designs, data structures (including those received from external entities), data loading processes, data reports, business processes, support functions, and data requirements.
  • As needed, may develop and manage Project Plans related to data engineering and architecture efforts.
  • Advises senior Commission officers in DOD and other divisions on the approaches and potential issues and concerns related to Data Engineering and Architecture programs. Prepares and presents comprehensive reports and informs senior officials of relevant programs or critical issues and brief as necessary.
  • Initiates and directs comprehensive analytical and evaluative studies within a broad range of difficult topics related to Data Engineering and Architecture that are part of a much larger overall effort.
  • Manages projects and tasks, including all activities associated with project management: project planning, progress assessments, quality reviews, implementation strategies, regular user communication, regular staff communication, risk management, and benefits analysis.
  • Serves as a project manager to plan, direct, and coordinate work of project teams to ensure that objectives are met and a high degree of effectiveness is maintained. Provides technical and procedural guidance to project staff.
  • Supervises contract activities, including: serving as the technical representative for contracts, managing the financial aspects of the contract, managing contract scope, managing contract personnel issues, and ensuring quality and timely delivery of schedule deliverables.
  • Develops and implements measures for the assessment and improvement of existing management processes, policies, and systems.
  • Acquires and maintains knowledge of CFTC business so that incumbent may transform business needs into technical solutions, recognizing the relationships between business interests and technical solutions.
  • Communicates project activities and status to the project team, CFTC management, and project stakeholders. Incumbent identifies project risk, project successes, product quality, and product timelines.
  • Determines resources (staff and budget) required for successful execution of projects and makes resource recommendations, including cost benefit justifications.
  • Provides enterprise oversight and project consulting on efforts related to data collection, data modeling, data analytics and reporting.
  • Effectively conveys technical information for technical and non-technical audience alike. Articulates and documents technical changes to cloud and on-premises infrastructure to a desired state.
  • Trains and mentors less experienced staff by providing technical advice regarding highly complex regulatory policy issues and assistance using IT tools and methods to efficiently analyze, store, and otherwise manage data.

You will be evaluated on the basis of your level of competency (knowledge, skills and abilities) in the following areas:

Information Technology Architecture - Knowledge of architectural methodologies used in the design and development of information systems, including the physical structure of a system's internal operations and interactions with other systems.

Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).

Contracting - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.

Data Management - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes.

Qualifications

TO QUALIFY AT THE CT-14 LEVEL:

Specialized Experience - Specialized experience is defined as that through which one has gained mastery of, and skill in applying, database management concepts and techniques; project management principles and methods; data mining, storage, and warehousing methods; and the agency-level IT infrastructure sufficient to:
  • Lead a project to develop and implement new data management schema;
  • Plan and coordinate the development of data structures and access strategies in alignment with business and mission requirements;
  • Develop technical designs;
  • Identify systems requirements;
  • Validate data sources;
  • Establish testing, implementation, and post-implementation support procedures;
  • Develop user instructions; and
  • Coordinate the evaluation and selection of data management tools.

Relocation. Relocation expenses will not be paid.

Time-in-Grade. You must meet time-in-grade requirements within 30 days of the closing date of this announcement.
