The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

Serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation.

Performs a range of analytical studies and projects affecting major programs.

Supports supervisor, team leader, analysts, project leaders, or project support personnel in the areas of, but not limited to, performance management and/or budget preparation/execution, personnel processing systems, and/or contract administration, and/or strategic communications planning/execution, and/or workforce planning/forecasting, and/or training initiatives, and /or work-life programs and other human resource initiatives.

Conducts studies of employee/organizational efficiency and productivity, and recommends changes or improvements in organization, staffing, work methods, and/or procedures. Identifies resources (i.e., staffing, funding, equipment, facilities) required to support recommended levels of program operations. As needed or requested, advises on the distribution of work among positions, and the appropriate staffing levels and skills mix.

Prepares management information research, and analysis of personnel data, consistent with program administration.

- Tour of Duty: Mon-Fri 8am to 4:30PM
- Alternative work schedule, staggered work hours or telework may be available.
- If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-07). Specialized experience for this position includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Experience developing changes in methods and conducting studies of employee/organizational efficiency and productivity; planning, coordinating, and establishing operating methods and procedures for accomplishment of project mission; providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.

OR
EDUCATION: You may substitute education for specialized experience as follows: Master's or equivalent graduate degree in any related field of study.
OR two full years of progressively higher level graduate education leading to a master's degree in any related field of study OR LL.B. or J.D., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-09). Specialized experience for this position includes: Preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity.

EDUCATION: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in any related field of study at an accredited college or university. OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR LL.M. if related.

SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-11). Specialized experience for this position includes: demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. In addition, budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings and negotiate solutions. Select the statement that best describes the specialized experience you possess that demonstrates your ability to perform the work of the Management and Program Analyst, GS-0343-12. Specialized experience is experience that is related to the work of this position and has provided the competencies required for successful job performance.

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

Education
