Responsibilities

As the Senior Deputy Assistant Director for the Information, Policy and Public Affairs Division (IPPA), the incumbent also serves as the Deputy Chief Information Officer. In these roles, the incumbent is charged with the responsibility for overseeing the Bureau of Prison's (BOP) information technology environment. This oversight includes planning, budgeting, and execution of resources to acquire, develop, and support information systems, information security, correctional security technology, and Information Technology (IT) policy/directives throughout the BOP. The incumbent has direct oversight responsibility for several IT branches and functions known collectively as the Office of Information Systems (OIS). These branches oversee the development and management of the BOP's intranet and its public website, maintain mission critical software systems and coordinate with the Department Of Justice's (DOJ) to maintain the current system, upgrade existing software, and implement new systems. In addition, these branches oversee the activities of the IT Managers in BOP institutions and Regional Computer Services Coordinators; oversee all IT planning, project management for major IT projects, and the enterprise IT budget; act as a certification authority for the security of BOP IT systems, to include developing and enforcing IT security directives and policies; monitor the BOP's vulnerability management risk posture; and support external IT security audit functions. Further, these branches identify and evaluate new security-related technology and equipment for implementation throughout the BOP; develop standards for the configuration of the Bureau's LAN and WAN; and support the Office of General Counsel, and the Office of the Inspector General to search for, preserve, and produce litigation or investigative materials from BOP IT systems.

As a principal member of the Assistant Director's staff, the incumbent is involved in all major policy decisions in the review and evaluation of program areas under the purview of the division. The incumbent will provide top-level advice to the Assistant Director and the Director of the BOP concerning the IPPA Division and the impact this Division has on the total management of the BOP.

The Senior Deputy Assistant Director oversees multi-million dollar budgets for information systems and technology throughout the BOP which includes: analyzing needs, developing advanced budget projections, allocating resources, monitoring and tracking expenditures, and reconciling budget outlays and allocations. He/she coordinates with the Program Review Division of the BOP to establish auditing guidelines, identify trends and monitor program review results. Further, the incumbent works with divisional staff and the BOP Director's Office to identify and monitor key indicators for functional areas, as well as develop, review and monitor agency and division specific strategic plans.

Qualifications

MANDATORY TECHNICAL QUALIFICATIONS: To be qualified for this position, applicants must be able to show progressively responsible experience in the corrections or criminal justice sector in developing, formulating, and promulgating new and updated IT policies, directives, and procedures resulting from new program initiatives, or from ongoing evaluation of program impact and effectiveness. Experience conducting sound analysis, and presenting those results in a clear, precise, and persuasive manner on complex issues related to IT matters in response to federal IT statutes, regulations, policies, or procedures.

- After appointment, you will be subject to random testing for illegal drug use.

- You will need to successfully complete a background security investigation before you can be appointed into this position.

- You will be required to travel occasionally for training and operational purposes.

You will be evaluated based upon your response to the Executive Core Qualifications (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific mandatory technical qualifications listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. Applicants must follow the Challenge, Context, Action, and Result (CCAR) model to adequately address the ECQs. ECQ narratives must demonstrate relevant experience that addresses the leadership competencies. Completed ECQs must not exceed 10 pages.
