Responsibilities

The Supervisory, Information Technology Cybersecurity Specialist (Supv. ITCYBER) serves as the Chief Information Security Officer (CISO) within OIT. The position is accountable for directing program operations and staff in establishing and maintaining the enterprise vision and strategy to ensure information assets and technologies are adequately protected.

Duties include but are not limited to the following:
  • Serving as a senior management official in cyberspace strategic planning and operations guidance.
  • Planning, directing and supervising the design, formulation, and establishment of policies, procedures, standards and systems regarding IT security, cybersecurity, and access to IT systems.
  • Creating and managing a set of controls in compliance with the National Institute of Standards and Technology Cybersecurity Framework and consistent with applicable statutory authority, including the Clinger-Cohen Act and Federal Information Security Modernization Act of 2014 (FISMA). Resolves complex problems involving the interpretation of broad policy, laws, and regulations.
  • Researching new and emerging developments and trends in information technology and cyber security; analyzes and evaluates the applicability of such developments to OIT operations and programs, and ensures that OIT fully exploit such technology to protect against intrusion and interruption.

Qualifications

In order to qualify for the Supervisory IT Cybersecurity Specialist (Chief Information Security Officer) position, you must meet the following minimum qualifications:

FOR THE GS-15 LEVEL:

Experience Requirements:
You must have IT-related experience in each of the following four competencies listed below which must be supported by the information contained in your resume and other application materials.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND

Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties:
  • Providing guidance and technical assistance to managers and staff on IT security, cybersecurity, and access to IT systems;
  • Resolving complex problems involving the interpretation of broad policy, laws, and regulations pertaining to IT security and cybersecurity; and
  • Providing technical direction to managers and staff for the execution of security programs, policies, procedures, laws and regulations for an organization.

    Conditions of Employment: Only U.S. Citizens or Nationals are eligible for employment with the Executive Office for Immigration Review. Dual citizens of the U.S. and another country will be considered on a case-by-case basis.
