The incumbent serves as a Test and Evaluation (T&E) Science Advisor focused on advancing operational and live fire test and evaluation methods to increase efficiency and credibility of T&E programs in support of Department of Defense (DoD) acquisition decisions, and to keep pace with the emerging technologies and threats.

The major duties and responsibilities of the Scientific Advisor will include, but are not limited to:
  • Provides scientific and technical guidance in support of operational and live fire T&E focused on advancing the efficiency and credibility of operational effectiveness, suitability, survivability and lethality assessments of major DOD weapon systems.
  • Provides accurate and continuous assessment of the state-of-the art T&E methods and coordinates with critical stakeholders to advance such methods to meet the T&E demands of the future. In coordination with academia, industry and government entities, identifies, prioritizes and addresses critical T&E shortfalls as new emerging technologies develop and as the complexity and dynamics of the operational environment change. Develops T&E approaches and examples that demonstrate the value of such approaches in support of innovative acquisition pathways.
  • Provides technical review of T&E strategies and test plans to confirm their adequacy and to identify T&E shortfalls and inconsistencies that need to be addressed through T&E initiatives, policy and guidance. Provides technical review of data analyses and draft reports to ensure the credibility of DOT&E analyses and reports. Provides such reviews to enable the development of standardized T&E approaches and to advance T&E methods, tools and techniques.
  • Continuously evaluates the advances of emerging science and technologies and looks for opportunities to leverage those advances to improve T&E methods. Serves as subject matter expert on matters regarding T&E science, T&E designs, verification and validation of M&S tools while considering the effects of a multi-domain operational environment on T&E and the benefits of digital engineering and digital technologies.
  • Performs special studies in highly complex technology areas to resolve challenging or controversial issues and to prepare the T&E methods, tools, and techniques for the future. Examples include T&E of emerging technologies to include for example cognitive or autonomous systems.
  • Represents DOT&E at technical level groups and committees focused on advancing the T&E state of the art to include forums with operational test agency technical advisors, Universities, National Laboratories, advanced research entities and other scientific working groups to ensure that T&E policy and guidance reflect the latest advances in science and technology.

To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications, and other qualifications, if applicable, listed below.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statements to no more than two pages per technical qualification.

1.Knowledge of the science and technology upon which current and emerging weapons and other defense systems are evolved such as digital engineering tools, artificial intelligence/machine learning, data analytics.

2. Expert knowledge of science based test and evaluation (T&E) designs to include use of statistical tools, uncertainty quantification, verification and validation of modeling and simulation tools, sequential testing, data analysis, data visualization, and otherwise agile and integrated T&E methods and procedures.

3 .Knowledge of U.S. military missions, requirements, and functions.


Basic Requirements: (Must provide transcripts.)
Engineering :
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Physical Science:
  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

  • Operations Research: :
    Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
