Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This Lead Contract Specialist position is assigned to the Army Contracting Command, Redstone Modernization Directorate, Fort Eustis Contracting Division, Contracting Branch, located at Fort Eustis, Virginia.

Responsibilities

  • Serves as Team Leader and Contracting Officer for a team of contracting personnel for specialized and significantly important acquisition programs for weapons systems, hardware, software, support services, and research and development.
  • Serves as Team Leader and Contracting Officer for contractual programs characterized by large funding levels and/or a commitment extending over a long period of time (approximately five to ten years).
  • Plans, develops, and executes the contractual strategy for the overall acquisition program.
  • Guides junior contract specialists and participates, as needed, in the analysis of the requirements and ensures clear articulation of Government requirements in the solicitation.
  • Analyzes supporting contract specialist recommendations and formulates contracting strategies and objectives to be pursued.
  • Participates as lead negotiator of multi-disciplined Government negotiation teams and directs the analysis of the team evaluations.
  • Performs and directs a full range of contractual administration actions required for the acquisition program.
  • Serves as principal contracting advisor to the program management office and represents the agency as the programs contractual authority at conferences and meetings.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet position requirements for certification at Level III in the Acquisition Career Field "Contracting" within 24 months of entrance on duty.
  • Selectee required to obtain a Contracting Officer's Warrant and must be able to meet the requirements stated in the Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant.
  • This position requires pre-employment financial disclosure and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education/and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

-OR-

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience at the next lower grade NH-03 or equivalency which includes experience applying business industry practices to evaluate and maintain uniform controls over the prime contractor's performance and actions. Determine approach to be taken and methodology to be used to resolve significant contract administration issues. Utilize regulations, directives, and legal precedents to establish legal parameters for reaching settlement or unilateral decisions. Monitor, evaluate and resolve major matters of contractor performance, management, and progress.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • This is a Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS 14 Step 1 to the highest equivalent GS 15 Step 10 in the broadband. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
