Summary

This is a Senior Level (SL) position. The Senior Advisor to the Inspector General reports directly to the IG. As a key member of the DoD OIG senior leadership team, the Senior Advisor participates in all strategic DoD OIG planning processes, provides independent advice to the IG, Principal Deputy IG, and other senior DoD OIG leaders on a wide range of matters affecting the DoD OIG, conducts thorough reviews of DoD OIG oversight products, and provides guidance on external communications.

Responsibilities

  • Conducts reviews of OIG reports in accordance with Council of the Inspectors General on Integrity of Efficiency (CIGIE) standards.
  • Provides advice and recommendations to the IG regarding audits, evaluations, and investigations.
  • Assists the IG in determining and promoting OIG priorities, initiatives, and goals.
  • On behalf of the IG, leads strategic initiatives, projects, and special assignments.
  • In coordination with the IG, develops short and long range plans for program effectiveness.
  • Advises the IG on personnel issues and preparation of correspondence requiring IG signature.
  • Participates in the OIG's Annual Oversight Planning and Engagement Board processes to determine selection and scope of OIG audits and evaluations.
  • Establishes and maintains working relationships with DoD and CIGIE associates.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

  • Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
  • Incumbent may be required to travel in the Continental United States and to overseas locations.


Qualifications

Applicants must provide evidence of progressively responsible leadership experience that demonstrates senior level capability directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) listed below.

The applicant is to provide a separate narrative statement to each of the following technical qualifications that describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration.

1. Demonstrates expertise in overseeing the completion of analytical, well-reasoned reports and other significant published products, including appropriate recommendations for briefing DoD and Congressional officials, and reviewing existing and proposed legislation and regulations relating to programs and operations of the DoD OIG.

2. Comprehensive knowledge of the quality standards for at least two of the following: government audits, investigations, and evaluations.

3. Comprehensive knowledge of DoD organization and operations and DoD OIG responsibilities, policies, and business processes.

4. Ability to effectively manage and coordinate complex issues of IG concern with senior officials from the DoD OIG, DoD, Congress, and the oversight community at large.

This position has a selective placement factor which is essential in successfully performing the duties of this job. Candidates must meet this requirement to be considered for this position.

Selective Placement Factor: Your background must demonstrate experience reviewing and editing proposed legislation, complex reports, and correspondence to senior officials and members of Congress.

Applicants will be evaluated based on the quality and extent of their experience, training, and/or education indicated on their resume and responses to the technical qualifications along with the selective placement factor listed above. In addition to meeting basic qualification requirements, applicants must have substantive experience which provides knowledge of the principles of organization, management and administration; and substantive specialized experience in a type of work or combination of functions directly related to this position.
