Summary

As a Program Analyst, you will serve as a nationally-recognized expert in the design program area within the Office of the Chief Financial Officer.

Location of position: General Services Administration, Office of the Chief Financial Officer, Washington, D.C.

As a Program Analyst, you will perform the following duties:
  • Plan and execute major agency professional, technical, administrative, fiscal or other specialized programs. Provide leadership, expert assistance and authoritative advice on interpretation of governing policy in the designed program area.
  • Work with other recognized technical experts within the agency to develop a coordinated approach to unique problems or areas in which GSA, other Federal agencies or the private sector have previously not been involved or concerned. Participate in studies of national significance or of outstanding importance to the program area.
  • Develop long range plans and recommendations as to the best methods to utilize to meet organization goals, objectives and to adapt to changing needs based on knowledge of known and projected program or organizational requirements. Perform special assignments as directed, which may involve any phase of the assigned area of specialization and which frequently overlap into other related functional disciplines as well.
  • Research complex or otherwise controversial issues where existing agency policy does not cover the problem or issue under review. Consult references such as United States Code and the Code of Federal Regulations, Office of Management and Budget (OMB) Circulars, Comptroller General and Government Accountability Office (GAO) audit decisions, and other legal precedents available.
  • Apply a wide range of qualitative, and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems. Review specific goals and objectives; monitors the sequence and timing of key program events and milestones and evaluates overall program accomplishment and significant contributions in terms of agency goals.
  • Furnish significant information to top management officials who regularly seek his/her expertise on issues often of strategic importance to mission-essential goals or programs. Provide opinions to other personnel within or outside the agency. Provide key input to policy development and/or implementation at the agency headquarters level or as a key advisor to senior program and OCFO officials.
  • Interpret legal sources, and develop definitive policy recommendations based on extensive analysis. Ensure findings and recommendations remain conformed with agency and ongoing governmental, Presidential and/or Congressional initiatives.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

The GS-14 salary range starts at $122,530 per year.

SPECIALIZED EXPERIENCE:

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience researching and analyzing laws and regulations; statutory and regulatory authorities under which Federal programs operate; and agency regulations, policies and guidance in order to assist in the development of an agency-wide program and support the program or agency's position.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here's how it will work. You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  • Knowledge of the occupational area of specialization, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.
  • Ability to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods and to make decisions and recommendations significantly changing, interpreting and developing policies/programs.
  • Skill to analytically apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  • Skill in oral and written communications to present sensitive recommendations to higher authority.
    • Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified [If the use of 4 categories is justified, adjust verbiage].
    • We will verify your answers to the questions in your resume. If your resume doesn't support your answers, we may lower your score, which could place you in a lower category.
    • Within each category, veterans will receive selection priority over non-veterans.
