Responsibilities

This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Office of Congressional Affairs, Washington, DC

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Serves as a legislative point of contact for congressional offices and as a liaison with BOEM's program offices to address congressional requests and inquires.
2. Identifies and coordinates with appropriate BOEM staff members to secure timely answers to congressional inquiries.
3. Prepares hearing and mark-up summaries for the Director, Deputy Director, and other BOEM staff.
4. Establishes personal contact with key majority and minority staff of the Senate Energy and Natural Resources Committee, House Natural Resources, and the energy staffers for the Members of these committees as well as coastal states.
5. Coordinates with OCA Chief in the preparation of congressional hearing briefing books for the Director, Deputy Director and other bureau witnesses

BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
GS-12: ($87,198 - $113,362) per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) providing legislative outreach strategies to inform and educate members of Congress and staff on an organization's mission, programs and operations; 2) reviewing and analyzing legislative proposals in relation to oil and natural gas, renewable energy and natural resource policy, regulatory management, and programmatic operational issues; 3) collaborating with congressional staff, and/or senior officials of Federal agencies on sensitive and controversial issues in relation to broad oil and natural gas energy and natural resource issues; and 4) providing clear and concise written hearing reports.
