Summary

This position is located in the Office of Information Technology (OIT), Executive Office for Immigration Review (EOIR), U. S. Department of Justice (DOJ).

This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.

Responsibilities

The incumbent serves as the key advisor to the Chief of the Information Technology Program Management Office (PMO), and is responsible for a variety of PMO management functions such as performing program and project reviews that include review of cost, schedule, scope and associated contracts for the programs or project(s). Leading the analysis for the organizations programs and projects to ensure compliance with EOIR and OIT policy and procedures.

Duties include but are not limited to the following:
  • Assists in developing complex IT program and project management process and procedure development and implementation;
  • Performs continuous monitoring and measurement of the OIT IT PMO programs and projects to ensure adherence to organizational policy, processes and procedures;
  • Participate in program and project oversight covering the analyses, continuous monitoring, stakeholder coordination, approvals, trends analyses to ensure that the program and/or project are being managed in adherence with organizational policy and processes;
  • Coordinate the analysis and review of IT hardware, software, security and architecture program and project implementations;
  • Assists the Contracting Officer's Representative (COR) for contracts which support the PMO.

Qualifications

In order to qualify for the Information Technology Specialist position, you must meet the following minimum qualifications:

FOR THE GS-13 LEVEL:

Experience Requirements:
You must have IT-related experience in each of the following four competencies listed below which must be supported by the information contained in your resume and other application materials.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:
  • Assisting the program manager with the development of IT policies, procedures, and compliance initiatives for an organization;
  • Performing a variety of technical work that supports the program and project acquisition lifecycle for procurement of supplies, services, and/or construction associated with IT programs and projects;
  • Developing and/or reviewing IT program or project to incorporate into organizational policies, planning, or budgets; AND
  • Performing analysis, continual reviews and/or auditing of the IT programs and projects to ensure they are adhering to policies and procedures to include the following project activities: planning, risk management, and cost estimation.

    Conditions of Employment: Only U.S. Citizens or Nationals are eligible for employment with the Executive Office for Immigration Review. Dual citizens of the U.S. and another country will be considered on a case-by-case basis. All DOJ applicants, both U.S. citizens and non-citizens, whose job location is with the U.S., must meet the residency requirement. For a total of three (not necessarily consecutive years) of the five years immediately prior to applying for a position, the applicant must have: 1) resided in the U.S., 2) worked for the U.S. overseas in a Federal or military capacity; or 3) been a dependent of a Federal or military employee serving oversees.

    Active Duty Service Members expected to be released or discharged from active duty service may submit a written document from the armed forces that certifies you are expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
