Responsibilities

This Supervisory Transportation Security Specialist position is located in Policy, Plans and Engagement (PPE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
  • Fostering strategic partnerships with industry stakeholders and executives to collaboratively develop security solutions and policies, define requirements and to address challenges and roadblocks to advancing best practices, guidelines, policies, and mandates detected through analysis of industry security data.
  • Developing and executing complex analyses and making recommendations to industry executives and TSA management.
  • Overseeing the facilitation of the activities of the Surface Transportation Security Advisory Committee (STSAC) and engages with the committee members to coordinate meetings, set agenda, record official meeting minutes, prepare reports to Congress, and develop documents such as Federal Register Notices.
  • Proposing preventive actions and methods for ensuring TSA policies and practices align with emerging changes to surface transportation industry operations and has discretion to ensure the alignment of operations, projects and/or programs with the tactical (short-term) objectives.
  • Exercising a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters.

Conditions of Employment:
  • Employee must be able to obtain and maintain a Top Secret security clearance based on a Special Background Investigation (SBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with TSA Directive 1100.73-5 Employee Responsibilities and Code of Conduct.
  • This is a supervisory position subject to the supervisory probationary period, unless the selected incumbent has already completed it.
  • This is a testing Designated position. Employee required to pass drug screening prior to appointment and periodically as required during employment.


Qualifications

Specialized Experience Statement : To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Establishing and maintaining strong working relationships with executive level officials in the government and private sector; and
  • Managing security in surface transportation environments; and
  • Conducting research or analysis of surface transportation security policies or processes.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
