Summary

This position is located in the Department of Labor (DOL), Employment Training Administration (ETA), Office of Foreign Labor Certification (OFLC). OFLC provides national leadership and policy guidance to carry out the responsibilities under the Immigration and Nationality Act (INA).

There is one vacancy which may be filled in either Atlanta, GA; Chicago, IL; or Washington DC.

This position is outside the bargaining unit.

Responsibilities

Provide leadership direction and management oversight to the National Processing Center (NPC) staff charged with administering the Office of Foreign Labor Certification (OFLC) programs in a manner consistent with the INA, Departmental implementing regulations and applicable policies, and national office guidance.

Provide authoritative advice and consultation to a variety of interested parties.

Manage and oversee sensitive and complex program issues and make recommendations to the OFLC Administrator for solutions.

Elicit support of program officials, customers and other concerned parties and ensure the most effective development, implementation and management of the OFLC programs.

Develop and manage changes in program operational policies and procedures, establish and revise program procedures, review and modify program operations, and provide operational supervision and guidance.

Interpret and apply various provisions contained in the INA as well as a significant body of court and adjudicatory decisions related to administration of various programs.

Develop operation plans and schedules, interpret and apply legal opinions and case law to case adjudication, and analyze large amounts of data.

Draft and manage complex studies of existing, new and proposed legislation and regulations to determine the impact on the area of responsibility.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Notification Concerning COVID-19 Vaccinations. As required by Executive Order 14043 , Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Qualifications

Applicants must have one year of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: Leading a complex organization managing multiple business lines/product lines in a production based environment; developing effective strategies based to implement changes in policy direction or guidance; and analyzing problems and identifying alternative solutions based on logical conclusions or judgments.
