Duties

Summary

The incumbent functions as a senior specialist and expert on a wide range of population health issues including statistical and analytic methods, and population health topics such as mental health, health services, aging, and health disparities.

Due to the COVID-19 Pandemic, some CDC employees have been authorized to work virtually. However, when CDC is cleared to return back to work, you will be required to report to the location identified in the vacancy announcement for which you applied.

Responsibilities

As a Statistician (Health), you will:
  • Provide expertise and guidance in the development and appropriate use of statistical data
  • Plan and develop research on critical issues associated with health data collection and health data systems development
  • Develop proposals for research and analytical studies
  • Develop new methodologies, or modifies current methods
  • Conduct research and analytical studies following project plans
  • Collaborate with other professionals within and outside the Center in the conduct of research and analytical studies
  • Prepare reports and manuscripts describing the research or study approach and the resulting conclusions
  • Make presentations to academia, healthcare and professional organizations
  • Provide guidance and expertise in the analysis and presentation of survey and study data
  • Guide the preparation of reports and data files for publication
  • Prepare scientific articles and technical reports for publication in national and international public health journals
  • Provide expert advice and assistance for public health projects and studies.
  • Provide advice on the use of statistical software to analyze survey data and for other data analyses
  • Other duties as assigned.

Qualifications

  • In accordance with Executive Order 12564 of September 14, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. The Federal government, as the largest employer in the Nation, can and should show the way towards achieving drug-free workplaces through programs designed to offer drug users a helping hand, and at the same time demonstrating to drug users and potential drug users that drugs will not be tolerated in the Federal workplace. The use of illegal drugs, on or off duty, by Federal employees is inconsistent not only with the law-abiding behavior expected of all citizens, but also with the special trust placed in such employees as servants of the public. Applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative applicant drug test result. In order to demonstrate commitment to the HHS goal of a drug-free workplace and to set an example for other Federal employees, employees not in a testing designated position may volunteer for unannounced random testing by notifying their Drug-free Federal Workplace Program Point of Contact upon hiring.
BASIC QUALIFICATION: A. Applicants must have successfully completed a full four-year course of study at an accredited college or university leading to a bachelor's or higher degree that includes 15 semester hours in statistics (or in math and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical/biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

B. Have a combination of education and experience -- courses as described in "A" above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. In addition to meeting the basic qualifications requirement, applicants must meet the specialized experience as stated below.

ADDITIONAL REQUIREMENT: Applicants must have at least one year of specialized experience at or equivalent to the GS-13 in the Federal service as defined in the next paragraph.
Specialized Experience: Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience evaluating and analyzing complex data systems and a record of independent research publications reflecting expertise in population health topics such as, but not limited to: mental health, health services access and utilization, summary measures of health, or health disparities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education completed in colleges or universities outside the United States may be used to meet the education requirements.
