This position is located in the Department of the Treasury, Departmental Offices (DO), Office of the Assistant Secretary for Management, Enterprise Business Solution Division (EBS). EBS's mission is to address common operational needs and imperatives of the US Treasury and other Federal agencies in an efficient and innovative manner through shared, scalable, best-practices-based online solutions.

Responsibilities

As an IT Specialist (APPSW), you will:
  • Design, document, develop, modify, test, install, implement, manage, and support new or existing applications software. Develop plans and schedules; estimate resource requirements; define milestones and deliverables; monitor activities; and evaluate and report on accomplishments.
  • Resolve critical technical problems during all phases and ensure solutions are relevant, accurate, and timely. Perform impact analysis on all changes, ensuring compliance with standards and procedures. Make recommendations significantly influencing important Treasury IT systems and applications.
  • Develop, analyze, and refine systems requirements. Translate systems requirements into applications. Provide expert technical advice, guidance, and recommendations to other technical specialists on critical IT issues.
  • Assure software and systems quality and functionality through unit and integration testing. Ensure the integration of all systems components to include hardware and software; develop solutions to integration issues.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized experience: For the GS-14, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as:

    - Experience resolving technical issues, communicating project details and providing guidance in areas such as website and content management, applications development, database management, and IT infrastructure. AND
    - Participating on project design and technical teams to adapt, and implement applications development methods and models incorporating new technologies.

    Examples of such experience could include:

    - Developing IT user support policy, defining system standards, identifying tools and analytics to improve performance.
    - Designing, evaluating, developing, testing, debugging and maintaining cloud-based applications.
    - Interpreting proposed legislation and policies concerning IT and evaluating the impact of operations.
    - Analyzing the IT requirements necessary to meet user needs; planning, designing, developing, and implementing secure, cost-effective IT solutions.

    In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
