Responsibilities

The incumbent will serve as a Supervisory Veterans Service Representative (Assistant Coach), on one of eight teams located within the Veterans Service Center (VSC). In this role, the Assistant Coach will direct day-to-day activities of the VSC or Appeals team. The Coach will be responsible for ensuring the team's quality and timeliness of service meets performance indicator goals; and the cost-effective use of resources to accomplish the team's assigned outcomes. Specific duties are:
  • Ensure all Veterans', family members' and survivors' claims are processed expeditiously as possible to provide the benefits sought by the Veteran, family member, or survivor. This includes every cycle of the workload from start to finish, to include Appeals and non-rating benefits decisions.
  • Supervise work that is vital to the processes through which the agency formulates award decisions involving the expenditure of large sums of money or denials, which can have major adverse consequences for an applicant. It may also affect the applicant's eligibility for medical protection, social services, food stamps, and other forms of income assistance.
  • Interpret and apply regulations, laws and rules as they effect the establishment of new policies, procedures, and methods of operation.
  • Gather and interpret a wide range of data addressing service concerns and recommend appropriate action based on that data.
  • Manage and/or supervise (plan, organize, direct, control, review, etc.) the work activities of subordinates.
  • Provide and/or support mentoring, training and necessary career development for employees.
  • Provide leadership to employees on multifunctional and diverse teams.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/21/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

NOTE: You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time-in-Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). An example of an acceptable SF-50 for establishing Time-in-Grade could be one that is a Within-Range-Increase (step increase). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess 1-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade.

DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
  • To be considered for the GS-12 grade-level you must have at least 52 weeks at the GS-11 grade-level or higher.

Specialized Experience: Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN, OR RELATED TO, the work of the position to be filled. Experience must have been gained at the GS-11 grade-level. Such experience would typically include, but is not limited to:
  • Experience in supervising employees, managing workloads, dealing with personnel issues, and working independently;
  • Experience with Federal laws, regulations, and legislation pertaining to the full range of veterans' benefits;
  • Experience with state, federal, and local benefit programs and the ability to convey a comprehensive explanation of such benefits, both verbally and in writing, to individuals from all educational backgrounds;
