Responsibilities

The Director/TA (D/TA) of the Chief Information Office and Information Technology Services Directorate (CIO-T) is responsible for overseeing these offices. Ensures the execution of the Enterprise Readiness process to ensure requisite system engineering rigor is applied; information assurance certification; assures the quality and integrity of the NSG architectures delivered to the NSG Enterprise in support of users through a disciplined IV&V and evaluation process; assures the quality of all GEOINT image and data products by providing evaluation services that assess the quality of all GEOINT image and data products by providing evaluation services that assess the quality and utility of imagery. Ensures information technology (IT) solutions are aligned with the NGA Strategy and the Intelligence Community (IC) IT Enterprise and that these National System for Geospatial Intelligence (NSG) and Allied System for Geospatial Intelligence (ASG) solutions are designed to conform to the guidance from the Chief Enterprise Architect and the Chief Data Officer. Responsible for integrating new senior capabilities, data, products, and services into the NSG and ASG. Provides technical and managerial leadership to a portfolio of programs including Major System Acquisitions (MSAs) and Special Interest Acquisitions (SIA) programs. To accomplish this, the incumbent leads a diverse workforce of skilled technical personnel to include government, contractor, and military employees, and is accountable for the accomplishment of these responsibilities and the associated execution of a substantial budget. The selected candidate must obtain and sustain a Top Secret//SCI clearance with polygraph as a condition of employment. This is a Critical Acquisition Position requiring DAWIA Engineering Level 3 certification. Candidate must meet requirement within 2 years.
Represents CIO-T and NGA in the following forums to improve the GEOINT mission - Joint OPIR Ground (JOG), Joint Technical Review Board (JRTB), GEOINT Focus Group (GFG), Machine-Assisted Analytic Rapid Repository System (MARS), Senior Working Group (SWG), GEOINT Information Systems (GISA) GEOOM sub-committee, and Systems Engineering Occupation Manager.

Security Clearance and Access Level: This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance.

Joint Duty Credit: All NGA executive level positions require Joint Duty credit. Employees will receive joint duty credit for almost any service or rotational assignment that was at least at the GS/GG-13 or DCIPS Pay Band 3 level, and generally for at least one year, or for 179 days or more when deployed to a designated combat zone on or after September 11, 2001.
Note: Applicants without Joint Duty credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment or provide proof of Joint Duty qualifying experience.

Qualifications

Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. The successful applicants will be distinguished from other applicants by a review of the following Office of Personnel Management (OPM) Executive Core Qualifications (ECQs), the Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) Standard, and the Technical Qualifications.

1. Permanent Change of Station (PCS). Travel/Transportation expenses are authorized.
2. This position is in the Excepted Service under 10 U.S.C. 1601, Defense Civilian Intelligence Personnel System. Selection under this appointment authority does not confer civil service competitive status. This is a Tier 1 DISES position.
3. Veteran's preference does not apply to the Senior Executive Service.
