Summary

As an Emergency Management Specialist, you will be responsible for providing expert technical assistance in providing comprehensive agency wide crisis management, continuity of operations, and emergency/disaster management policies and plans.

Responsibilities

As an Emergency Management Specialist, you will perform the following duties:

• Provide support of logistics; disaster response and nation security special events coordinator; implements and maintains logistics and readiness capabilities in support of agency and national response missions.
• Provide technical guidance in drafting and reviewing emergency plans, policies, processes and procedures, to include emergency/disaster plans, COOP plans, national security special events concepts of support and other related contingency and resilience programs.
• Serve as a planner, coordinator, and advisor for GSA regarding Continuity of Operations (COOP) Planning to include training employees throughout the Agency on sound continuity principles, employing all subject areas of the common body of knowledge of Continuity.
• Create continuity strategies utilizing resources provided by Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) to ensure the Agency meets standards. Response and recovery efforts may require activation to Regional Response Coordination Center (RRCC) in the event of an emergency/disaster or Presidential Declaration.

If selected, you must meet the following conditions:

• Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job.
• Submit to periodic and random drug testing where a urinalysis will be used to screen for illegal drug use. A negative test result is required before you start work.
• Participate in the Continuity of Operations Plan(COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than you primary work site (which may be outside of your commuting area).
• Have a valid Driver's License.
• As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.
• Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

The GS-13 salary range starts at $103,690 per year. Locality will be determined based on duty location.

SPECIALIZED EXPERIECE:

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience providing the following emergency management services: collaborating in preparedness, response, and recovery among diverse stakeholders to meet mission and organizational needs; developing plans and procedures in the subject areas of Continuity of Operations (COOP), emergency management, and Occupant Emergency Planning (EOP); conducting emergency management and COOP training as well as exercises using the Homeland Security Exercise Evaluation Program (HSEEP) standards; and supporting diverse stakeholders on state, local, or federal disaster operations.

Ability to apply emergency management and evaluation methodologies and knowledge of organizational theories and research principles necessary to perform broad, far-reaching studies impacting regional and agency operations.

Knowledge of Government policies, directive, and other regulatory materials regarding such concerns as operational risk management, critical infrastructure protections, crisis communications, and principles of system resiliency.

Skill in communicating effectively in oral and written form to analyze, evaluate, develop, present, defend, implement and oversee the promulgation of agency wide continuity and emergency management plans, directives, processes and procedures.

Knowledge of qualitative and quantitative techniques to analyze and monitor the effectiveness, efficiency and productivity of GSA services and support provided to external entities including Federal Emergency Management Agency (FEMA) and emergency response entities in the federal community.
