Serves as the Equipment Specialist in a Defense Commissary Agency (DeCA) Headquarters location. The primary purpose of this position is to perform a variety of functions incidental to the management and control of numerous types of equipment used in a commissary environment worldwide.

Position responsibilities include:
  • Material handling equipment, scales, wrappers, saws, conveyors, ovens, proofers, and a wide range of other special purpose food preparation equipment.
  • Advises commissary personnel and other DeCA staff on the procurement, maintenance and disposal of operating equipment.
  • Provides assistance with the preparation and maintains purchase descriptions for consolidated procurement and coordinates unique requirements for each site with input from the requiring activity in accordance with Brach guidelines or higher-grade employees' instructions.
  • Prepares methodology when higher-grade employees provide accurate specifications and determination on the most economically feasible method for obtaining equipment and/or recommendations of suitable substitutes when the equipment requested is unavailable.

One year of specialized experience equivalent to at least the GS-07 grade level or equivalent to at least GS-07 under other Federal service pay systems, private sector, or military.

Applicants can also qualify on the basis of possessing a Master's of equivalent degree OR 2 full years of progressively higher graduate education leading to such a degree. Graduate education must be in a field related to the position being filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Examples of qualifying specialized experience:
  • Providing assistance to commissaries in connection with planning for equipment replacement.
  • Conducting complex assignments concerning equipment sufficient to enhance maintenance effectiveness and efficiency develop and recommend equipment changes and ensure that modifications or new equipment will satisfactorily interface with existing equipment.
  • Applying, commonly used equipment, facility, or service principles and concepts sufficient to: obtain on-the-job experience with equipment, facilities, or services; and develop familiarity and proficiency in performing highly structured assignments under strictly controlled situations.
You must also meet the following requirements by the announcement closing date:
  • Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade . You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement.
  • Time-in-Grade: Current or previous federal employees must have held a permanent appointment in the
    competitive or excepted service for a minimum of 52 weeks at the GS-07 (or equivalent) level to be eligible for the GS-09 position by the closing date of the announcement.
  • Current civilian employees must have completed at least 90 days of federal civilian service since their latest non temporary appointment from a competitive referral certificate, known as time after competitive appointment . For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."
