Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
-Provide policy and data research required for the annual Federal Register publication of the FMRs. Production of FMRs requires the use of multiple databases, some large, and the ongoing development of FMR estimation methodology.
-Work with the Director to develop the strategy and specific work plans for the annual FMR publications, including preparing the preamble language, overseeing the reviews of the public comments, preparing review summaries and analysis for briefing upper management, and guiding the publication through the Departmental and the Office of Management and Budget (OMB) clearance process.
-Produce median family incomes and income limits, including but not limited to programming/documenting the income limits system, publishing medians and income limits on the web, writing/reviewing the income limits briefing materials and supporting Income Limit clients.

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:

    Collecting and analyzing data using statistical analysis to measure and evaluate policies, performance and operational efficiencies within an organization.

    Examples of this experience may include:
    -Plan and execute economic research projects, using appropriate theoretical models, statistical techniques, or software packages; OR
    -Compile and analyze macroeconomic data sets to construct tables or graphs that capture key findings; OR
    -Communicating effectively and persuasively, both orally and in writing, on findings of economic studies with special emphasis on describing and assessing the adequacy of methodology and data employed and significance of findings derived.


    Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes:

    Experience with review and analysis of administrative data and preparing reports based off that information.

    Examples of this experience may include:
    Experience with research projects such as: analytical studies leading to publication of mandated reports, analysis and development of specific legislative proposals; OR
    Preparing briefing papers, memoranda, and presentations regarding economic developments.


    OR Education: You may substitute education for general or specialized experience as follows: 3 years of progressively higher level graduate education, directly related to the position, leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

    OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     Education

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions .

    Basic Requirements

    A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
    OR
    B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

    Examples of qualifying experience include:
    1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
    2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
    3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following;1 personal research that produced evidence of results,;2 direction of graduate theses in economics, or;3 service as a consultant or advisor on technical economics problems.

    Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
    1. economic statistics;
    2. industrial surveys;
    3. management of individual business enterprises, including farms;
    4. industrial planning;
    5. writing or editorial work in economic subjects; and
    6. financial market analysis.

    CONDITIONS OF EMPLOYMENT:
