Summary

The HRO Specialist/Assistant Chief QM is accountable to the Chief, QM and provides primary assistance in the overall administration of the QM Service. The HRO/ACQM manages the personnel and resources within the service areas designated by the Chief, QM Service. Responsibilities include planning, organizing, directing, controlling and evaluating programs and outcomes, daily attention to complex personnel management problems, and participation in senior leadership decision making deliberations.

Responsibilities

Duties include but are not limited to:
  • Serves as the proposer, promoter, and implementer of strong, safe clinical processes across the Medical Center.
  • Applies clinical expertise and knowledge of health care delivery systems to ensure compliance to external regulatory agencies, performance measurement and improvement processes.
  • Uses a team approach to identify, analyze, and resolve Veteran care problems that result in improved Veteran outcomes.
  • Plans, organizes, directs, controls and evaluates programs and follow-up actions, within the assigned area, as required by internal and external review organizations.
  • Serves as a consultant to review materials, programs, and projects produced by assigned personnel.
  • Takes appropriate disciplinary actions when employees do not adhere to safe work practices.
  • Maintains routine activities within the assigned area, prioritizes non-routine activities, and responds to those requiring attention during the absence of the Chief Quality Management Service.
  • Participates in the annual facility-wide risk assessment. Based on the risk assessment, collaboratively develops and implements an organizational performance improvement plan to address, mitigate, and minimize risk to proactively improve Veteran care.
  • Acts on behalf of the Chief Quality Management Service when requested and/or attends scheduled committee meetings, representing the Chief QM in discussion and decision making.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2021.

Basic Requirements:
  • United States Citizenship:
    Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

    Education: Graduation from School of Nursing
  • Graduate from a program accredited by the National League for Nursing Accrediting Commission (NLNAC), or the Commission on Collegiate Nursing Education (CCNE), with a Master's Degree in Nursing or related field with Bachelor of Science Degree in Nursing; Bachelor's Degree in a related field with approximately 2-3 years' experience, if MSN obtained in a Bridge Program, NO BSN required;
  • OR
  • Doctoral Degree in Nursing or related field with approximately 2-3 years' experience, and has met licensure requirements for practice in accordance with VA Handbook 5005/27, Appendix G6, Nurse Qualification Standards, dated 03/17/09.
  • Licensure:
    Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

    Preferred Experience:
  • Current BLS from the American Heart Association.
  • Grade Determinations:
    The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.
  • Reference:
    VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

    Physical Requirements:The physical requirement of this position includes lifting, prolonged standing, frequent bending, stooping, walking, reaching, and repetitive motion. The mental/sensory requirements include recall, reasoning, problem solving, hearing, writing, keyboarding, reading, and logical thinking. The environment's pace may vary from steady to fast paced, requiring handling of multiple priorities, frequent, sometimes intense customer interactions, and the ability to adapt to frequent changes. BLS is required.

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
