Summary

This position is located in the Department of Congressional and Public Affairs, Millennium Challenge Corporation (MCC).

MCC uses a pay banded system to compensate employees. This position is pay band AD-4A which is generally equal to GS-13 pay only.

This is an Administratively Determined Excepted Service Appointment. Compensation and removal are without regard for civil service laws and regulations. Veterans preference does not apply

Responsibilities

The Engagement and Special Project Specialist will provide direct support to senior management and staff within the Department of Congressional and Public Affairs (CPA) including the Vice President (VP), Deputy Vice President (DVP) and CPA Senior Leadership Team. Tasks include, but are not limited to, the following:
  • Supporting the development, execution and management of key, strategic campaigns and events across targeted public affairs, media and engagement programs and operations.
  • Assisting with communication support across CPA, including providing additional support for the production of internal communications materials for CPA and MCC staff at-large.
  • Supporting CPA-specific activities related to Agency social media and digital engagement and creating/supporting other traditional and social media opportunities that align with strategic priorities within the department.
  • Providing advice and guidance to managers and employees on questions and situations related to administrative services.
  • Conducting research on a variety of topics to gather, correlate, analyze, determine and recommend solutions to resolve internal management problems and improve efficiency.
  • Providing assistance on external events, as directed by the VP, in coordination with the Public Affairs or Congressional and External Affairs Senior Leadership, keeping both informed of potential issues and concerns.
  • Performing special assignments or projects for senior MCC officials requiring utmost confidence and discretion on critical problems or areas having broad impact on MCC's relationship with key external stakeholders as appropriate.
  • Performing other duties as assigned.

Qualifications

To qualify for pay band 4A applicants must meet the following:

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-12) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, this experience is defined as: providing support to public affairs, media, and engagement programs; supporting or overseeing social media content, presentation and engagement strategy; conducting research on a variety of topics to develop and present recommendations, issues, facts and other communication materials; communicating orally and in writing, to internal and external audiences. Note: This experience MUST be well documented within your resume or application.

PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work. To receive credit you must clearly identify the duties and responsibilities in each position held and the total number of hours worked per week.

  • Due to COVID-19, the agency is operating in a state of maximum telework and most employees are teleworking full-time. Consequently, you will start your work in a temporary telework status and in a virtual environment. Your temporary telework arrangement will remain in effect until the agency informs you that MCC is open and operational for all staff. MCC will provide as much advance notice as possible before you may be required to report to MCC's office space. MCC has and will continue to offer flexible work arrangements.
  • This is an Administratively Determined Excepted Service Appointment. Compensation and removal are without regard for civil service laws and regulations. Veterans' preference does not apply.
  • The selectee will serve at the discretion of the appointing officer and, as such, may be terminated when the services of the AD employee are no longer required.
  • MCC Administratively Determined (AD) employees receive 80 hours of initial leave, 8 hours of annual leave per pay period, and there is no leave carry-over cap at the end of each year
  • RECRUITMENT/RELOCATION BONUS may be authorized for this position. If you are not a current federal employee this position may authorize a one-time Recruitment bonus to be paid over a specified period. Selected individual will be required to a sign service agreement prior to receiving any bonus payments.
  • If you are a current federal employee this position may authorize a one-time Relocation bonus to be paid over a specified period. Selected individual will be required to a sign service agreement prior to receiving any bonus payments.
  • Pay: Your pay will be set within the range specified in this vacancy announcement and will be based on your qualifications, education, experience, training, and availability of funds.
