Summary

As a Business Development Specialist, you will be responsible for business development, sales and expansion of the NCR FAS customer base to sustain a fully reimbursable program.

Location of position: 1800 F St, NW, Washington DC

The Customer and Stakeholder Engagement (CASE) division manages customer relationships with headquarter level agencies in the National Capital Region's footprint.

We are currently filling two vacancies, but additional vacancies may be filled as needed.

Responsibilities

Duties include but are not limited to:
  • Serves as a customer relationship manager to ensure customer satisfaction and facilitate lateral sales;
  • Incumbent prepares and presents business volume forecasts and projections for inclusion in NCR FAS program and budget submissions;
  • Adept at sales generation and retention through opportunity management for new requirements in support of the competitive acquisition process and fair opportunity;
  • Serves as an analyst for customer needs to support information technology and professional services requirements with the optimal product or service offering available through GSA;
  • Responsible for sales of GSA service offerings to support GSA NCR FAS programs and business lines, and increasing market share to meet or exceed established goals and objectives.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

This position is NOT a full time telework position. A telework schedule will be determined based on the requirements of the position at management discretion.

The GS-13 salary range starts at $103,690.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience providing Customer Relationship Management in sales, market research and analysis, business development concepts, and developing new business markets.

Experience must include the following:
  • business development with special focus on acquisition support services to support both military and civilian agencies as it relates to utilization of products and services contracts, as well as government wide acquisition contracts (GWACs);
  • sales generation;
  • increasing market shares including serving as a technical consultant and advisor regarding customer requirements definitions for acquisition support services and conducting analytical studies for both existing and potential markets.

  • Ability to perform market research, strategic development and examine non-traditional markets to find new business for all organization business lines involving highly sensitive customer needs, evolving technologies or other unique business circumstances, which can have atypical security, technology or financial parameters.
  • Knowledgeable authority on agency service and product offerings, and acquisition solutions for all organization business lines.
  • Knowledge of acquisition, procurement and project regulations, policies, and principles utilized by customer agencies to conduct general business operations.
  • Knowledge of federal government operations including budget formulation and execution, customer agency business goals and objectives as well as strategic targets for new business.
  • Mastery of the capabilities, uses, and integrated requirements of information technology and professional services products and services to conduct general business operations and expand the customer base (sales).
